About the position

The IT Financial Analyst will support the Veterans Health Administration Intake Team at the Department of Veterans Affairs by gathering and evaluating cost information for software recommendations. This role involves close collaboration with project managers and solutions architects to prepare cost estimates and proposals, ensuring compliance with federal budget rules and regulations. The position is fully remote, with core working hours from Monday to Friday, 8 AM to 5 PM ET.

Responsibilities

  • Prepare written proposals, cost estimates, budgets, and updates for the technical packet and project managers.
  • Develop responses to budget and acquisition related data calls, reporting requirements, and status reports.
  • Provide input to create standardized tools, templates, budget, and acquisition trackers.
  • Work proactively and independently to complete assignments within given parameters.
  • Effectively create and maintain database tables, queries, and procedures as required.
  • Develop quantity-based estimates from partial information.
  • Execute market research activities to collect and analyze information about market capabilities.
  • Identify and quantify all cost factors involved in software recommendations.
  • Use computer software to calculate cost estimates.
  • Maintain knowledge of Federal budget rules and regulations.
  • Function as part of an integrated team sharing products, best practices, and information.

Requirements

  • Bachelor's degree in engineering, Computer Science, Systems, Business, or related scientific/technical discipline.
  • 15 years of experience; 10 years of additional relevant experience may substitute for education.
  • Experience in financial artifact, forecasting, and research-related tasks.
  • Understanding of responsibilities and policies associated with access to financial data, including confidentiality.
  • Experience developing and presenting executive-level reporting.
  • Excellent verbal and written communication skills.
  • Ability to deliver on-time outcomes while coordinating multiple assignments.
  • Proficient in MS Office, especially Word, Excel, and Outlook.
  • Strong math skills and above-average computer skills.
  • Critical thinking skills with the ability to problem-solve and make effective decisions.

Nice-to-haves

  • Experience working as a contractor or employee for the Department of Veterans Affairs (VA).
  • Experience with Jira, GitHub, or other agile testing tools.
  • Experience working in a consulting environment and understanding client/customer relations.
