About the position

Eagle One Solutions, Inc., a Chenega Professional Services' company, is seeking an IT Financial Management System and Data Analyst to support the implementation of a sophisticated IT Financial Management solution within a complex government agency environment. This role requires a broad skill set in federal financial management and budget processes, project management, data analysis, business analysis, and reporting tools. The ideal candidate will be technically proficient in SQL, data structures and design, ETL processes, pivot tables, and data validation. The Financial Management System and Data Analyst will be responsible for developing an implementation plan for the IT Financial Management (ITFM) solution that is product agnostic, meaning it can align with various ITFM solutions available in the market. This includes documenting and determining all data elements necessary for implementing a user-friendly ITFM interface that adheres to current budget execution and formulation policies, processes, and procedures. The analyst will utilize statistical methods to analyze data and generate insightful business and analytical reports, while also identifying efficient methods and frameworks to streamline data management, aggregation, and reporting. In addition, the role involves using data to create models that depict trends in ITFM performance, conducting data modeling, querying, and dashboard building using tools such as Tableau. The analyst will become a Subject Matter Expert (SME) on the client's data sources, dashboards, and federal reporting requirements, while also identifying and documenting inconsistencies or errors in authoritative data sources. Furthermore, the analyst will provide database design, documentation, and assist in configuring the ITFM platform. Participation in an ITFM committee to recommend and maintain processes and procedures, strategic goals, and metrics for measuring objectives is also a key responsibility. The role requires designing, developing, and delivering communications and documentation to ensure an efficient and effective implementation of the ITFM solution.

Responsibilities

  • Develop an implementation plan for the IT Financial Management (ITFM) solution that is product agnostic.
  • Document and determine all data elements required to implement a front-end ITFM User Interface consistent with current budget execution and formulation policy.
  • Utilize statistical methods to analyze data and generate useful business and analytical reports.
  • Identify efficient methods and frameworks to streamline data management, aggregation, and reporting.
  • Use data to create models that depict trends in ITFM performance.
  • Conduct data modeling, data querying, and dashboard building using tools such as Tableau.
  • Become a Subject Matter Expert (SME) on the client's data sources, dashboards, and federal reporting requirements.
  • Identify and document inconsistencies or errors in authoritative data sources information.
  • Provide database design, database dictionary, and other documentation to assist in ITFM platform configuration.
  • Help initialize and participate in an ITFM committee to recommend and maintain processes and procedures, strategic goals, and metrics for measuring objectives.
  • Design, develop, and deliver communications and documentation for the implementation of an ITFM solution.

Requirements

  • Bachelor's Degree in a business management or related technical discipline, or equivalent combination of education, technical certifications, training, or work experience.
  • 4 years or more of experience in Federal IT Financial Management, database development, data analysis, design, reporting, and documentation.
  • Active or ability to obtain a Public Trust clearance.
  • Prior experience with Apptio implementations.
