About the position

Graham Technologies is seeking an experienced IT Human Capital Management Project Manager to oversee and support workforce planning, manpower management, and human capital initiatives. The ideal candidate will have extensive knowledge of military personnel and manpower programs across the Army, Navy, and Air Force and be well-versed in performance management and workforce development strategies.

Responsibilities

  • Provide strategic guidance and support for manpower planning, performance management, and workforce development initiatives.
  • Ensure compliance with Army, Navy, and Air Force military personnel and manpower programs and regulations governing those programs.
  • Lead and implement human capital management strategies to optimize workforce planning and operational efficiency.
  • Utilize Microsoft Office Suite (Word, PowerPoint, Excel, Outlook) and SharePoint to manage data, reports, and documentation.
  • Collaborate with DoD and Defense Health Agency (DHA) stakeholders to align human capital initiatives with organizational goals.
  • Maintain detailed and accurate personnel and workforce data to support leadership decision-making.
  • Develop and deliver presentations, reports, and briefings on workforce trends, manpower allocation, and performance metrics.
  • Ensure effective communication and collaboration across teams to drive strategic workforce initiatives.

Requirements

  • U.S. Citizenship is required and ability to pass a government background check
  • Extensive knowledge of manpower, performance management, workforce planning, and human capital management principles.
  • Comprehensive understanding of Army, Navy, and Air Force military personnel and manpower programs and the regulations governing those programs.
  • Proficiency in Microsoft Office (Word, PowerPoint, Excel, Outlook) and SharePoint for data management and reporting.
  • Familiarity with DoD and Defense Health Agency (DHA) operations is highly desirable.
  • Strong organizational and communication skills, with the ability to manage complex projects and priorities.
  • Detail-oriented, self-motivated, and able to work efficiently in a fast-paced environment.
  • Excellent verbal and written communication skills with strong interpersonal abilities to collaborate with diverse teams and stakeholders.

Nice-to-haves

  • Project Management Professional (PMP) certification or equivalent.
  • Prior experience in a leadership or program management role within a military or DoD setting.
