About the position

The IT Manager is responsible for overseeing Lake County Government's information technology policies, procedures, and practices. This role involves monitoring staff and service providers to ensure the maintenance and repair of county-owned computer assets, identifying key IT initiatives, and recommending process improvements to enhance efficiency and effectiveness. The IT Manager will also plan and coordinate with the County Manager and Board of County Commissioners on technical proposals, budgets, and strategies, while developing standard operating procedures for IT systems, cybersecurity practices, and data protection.

Responsibilities

  • Oversee the planning, coordination, supervision, and administrative work necessary to provide comprehensive information technology services to Lake County Government.
  • Create standard operating procedures and policies for information technology and data management best practices for County staff.
  • Manage service providers' contract work, deliverables, and applications.
  • Purchase hardware and software for Lake County Government following the County's purchasing policy.
  • Track Lake County Government information technology assets and maintain the information technology replacement plan.
  • Research, develop, and implement best practices relating to information technology and data management.
  • Develop and conduct staff trainings for the use of applications and compliance with standard operating procedures.
  • Develop and present an annual department budget to the Board of County Commissioners.
  • Maintain and utilize databases and analyze program data.
  • Ensure compliance with County, State, and National information technology and data management standards, including Web Content Accessibility Guidelines (WCAG).
  • Maintain appropriate licenses and permits for hardware, software, and applications.
  • Ensure that risk management practices are in place and being implemented by staff.
  • Participate in county-wide initiatives and provide advice on information technology, data management, and compliance projects.
  • Work with County leadership to analyze programs and trends and evaluate changing information technology and data management needs.
  • Oversee the development and implementation of County technology objectives, policies, and priorities.
  • Develop both short- and long-term strategic and master plans for technology needs and upgrades.
  • Identify County technology needs and respond appropriately.
  • Develop and implement an Emergency Action Plan and support the emergency operations center when activated.

Requirements

  • At least 2 years of information technology and data management experience.
  • Demonstrable knowledge of information technology security practices, IT configuration, and deployment for large staff's data security and data recovery practices.
  • Knowledge of IT and data best practices.
  • Must have a valid driver's license.
  • Must be able to pass a pre-employment background check according to County policy requirements.
