About the position

Innova Solutions is seeking an IT Project Planner to join our team in Houston, Texas. This full-time position requires the candidate to be onsite four days a week. The IT Project Planner will play a crucial role in providing comprehensive financial planning and analysis by evaluating and reviewing expenditure budgets. The successful candidate will be responsible for making recommendations on spending levels to the appropriate budget categories and will initiate, coordinate, and lead efforts to develop the annual operating budget along with monthly and quarterly reporting. The role involves close collaboration with department staff to develop budget submissions in accordance with annual budget guidelines. The IT Project Planner will review, monitor, and analyze budgetary requests while ensuring compliance with budgetary restrictions. Additionally, the position requires the development of an Allocation Model of IT expenses, which will represent what Business Units would pay if expenses were charged back. The IT Planning Manager will also work with vendors to understand pricing models and track contract renewals. This position directs the development of Information and Technology strategies, aligning them with corporate strategies for both the mid-term plan and the yearly budget. The IT Project Planner will engage in a highly collaborative and ongoing Information and Technology planning process, ensuring that all initiatives are consistent with the overall corporate strategy. The ideal candidate will possess a Bachelor's Degree and at least five years of job-related experience, demonstrating business and financial expertise, time-management skills, and strong analytical and problem-solving abilities. Knowledge of SAP FI and project management is preferred, as the role requires strategic planning, budgeting, project management, compliance, and vendor management.

Responsibilities

  • Provide comprehensive financial planning and analysis by evaluating and reviewing expenditure budgets.
  • Make recommendations on spending levels to the appropriate budget categories.
  • Initiate, coordinate, and lead efforts to develop the annual operating budget and monthly/quarterly reporting.
  • Coordinate with department staff to develop budget submissions in accordance with the annual budget guidelines.
  • Review, monitor, and analyze budgetary requests and ensure compliance with budgetary restrictions.
  • Develop an Allocation Model of IT expenses for Business Units.
  • Work with vendors to understand pricing models and track contract renewals.
  • Direct the development of a perpetual 5-year Information and Technology strategic plan.
  • Research top trends in technology and determine best technology prospects in the business environment.
  • Manage, direct, and develop the budgeting process for Information Technology.
  • Analyze and track actual spending versus plan to guide management planning.
  • Prepare quarterly reports for management reflecting the financial position throughout the year.
  • Manage and direct an allocation/show back model in collaboration with IT department managers.
  • Manage and control the development of Information Technology Authorizations for Expenditure (AFE) and Competitive Bid Exception (CBE).
  • Monitor contractor costs and ensure proper accounting treatment for vendor charges.
  • Manage the Information Technology Project Management Office (PMO) to ensure proper project development and evaluation.
  • Provide reporting and metrics to track the performance and effectiveness of IT initiatives.
  • Ensure compliance with relevant laws, regulations, policies, and procedures.

Requirements

  • Bachelor's Degree in a relevant field.
  • 5 years of job-related experience in financial planning and analysis.

  • Excellent time-management skills.
  • Strong analytical and problem-solving skills.
  • Knowledge of SAP FI and project management is preferred.
