About the position

The IT Portfolio Manager for the Department of Defense is responsible for overseeing the management of IT applications within the Defense Logistics Agency (DLA). This role involves ensuring that projects are completed on time, within budget, and meet performance standards. The manager will provide leadership and guidance to program managers and project teams, balancing the needs of various stakeholders while mitigating risks associated with IT initiatives.

Responsibilities

  • Serve as the Defense Agencies Initiative (DAI) Portfolio Manager for the DLA Information Operations, assisting the Program Executive Officer in achieving the DLA mission.
  • Manage cost, schedule, and performance for all applications assigned to the portfolio, ensuring risks are identified and mitigated.
  • Provide IT-related leadership and oversight on capability requests from internal and external entities.
  • Prepare presentations and briefs for senior leaders within DLA and the Department of Defense.
  • Balance and negotiate competing interests between high-level internal and external stakeholders.
  • Assist subordinates with program management oversight for enterprise architecture and system development.
  • Develop detailed plans and workload assignments for the design, build, and testing of relevant programs.
  • Supervise a team that includes Program Managers, Project Managers, and Analysts.

Requirements

  • Must be a U.S. citizen.
  • One year of specialized experience equivalent to the GS-14 level in federal service or equivalent in the private sector.
  • Experience in preparing program budgets and personnel requirements.
  • Management of programs through the acquisition lifecycle from development to sustainment.
  • Experience in providing IT portfolio management control and evaluation activities.
  • Ability to provide senior leadership briefs to stakeholders internal and external to the agency.
  • Experience in overseeing analysis of capability requests and ensuring fit for existing systems.

Nice-to-haves

  • Experience with DoD Acquisition Program Management and advanced acquisition certification.
  • Knowledge of continuous learning requirements for federal employees.
