About the position

The Division of Information Technology at the Department of Health and Mental Hygiene is dedicated to promoting and protecting the health of all New Yorkers through innovative technology and health information. The IT Product Manager will play a crucial role in this mission by joining an award-winning technology team focused on revolutionizing public health IT. This position will work closely with the Center for Population Health Data Science (CHPDS), a pioneering team that aims to link public health, healthcare, and social service data to enhance the agency's role as the City's health strategist. The IT Product Manager will be responsible for interfacing with vendor teams, supporting system upgrades, and managing patches for major components of the system. Additionally, the role may involve running small projects related to ongoing system support, including integrations and minor feature enhancements. The IT Product Manager will be expected to obtain expert-level knowledge of existing applications, including their system architecture, database schema, and integration points. This includes becoming a subject matter expert on the business and technical operations of the applications within the CHPDS ecosystem. The role requires collaboration with various stakeholders, including DOHMH staff, development teams, database administrators, network and security teams, vendors, and consultants. Responsibilities will also include setting up training for new users, capturing and communicating updates and enhancements, investigating and prioritizing application bug fixes, maintaining user access control, and assisting with system deployments and post-production support. The IT Product Manager will troubleshoot issues and manage production support to ensure the smooth operation of public health IT systems.

Responsibilities

  • Obtain expert level knowledge of several existing applications, including system architecture, database schema, and integration points.
  • Become a subject matter expert on the business and technical operations of our applications.
  • Work with DOHMH staff to properly capture issues and assist with resolution.
  • Collaborate with a matrix-based team of staff including CHPDS staff, development team, DBAs, network and security teams, vendors, and consultants.
  • Set up just-in-time training for new users.
  • Ensure needed updates and enhancements are captured and communicated to project management.
  • Investigate, prioritize, and follow-up on application bug fixes and issues.
  • Maintain user access control.
  • Assist with system deployments, upgrades, QA, and post-production support.
  • Troubleshoot issues and manage production support.

Requirements

  • Baccalaureate degree from an accredited college in computer science or related field.
  • 3+ years overall experience with supporting IT applications.
  • Experience with XML messages and XML framework and HL7 messages.
  • Strong technical and development background.
  • Ability to troubleshoot issues in a multitier software applications environment.
  • Ability to communicate problems and solutions to the user.
  • Effective at communicating technical concepts to non-technical users.
  • Ability to resolve issues in a timely manner.
  • Ability to prioritize issues based on business and operational needs.
  • Familiarity with cloud-based applications.
  • Proficient in writing SQL queries using Microsoft SQL Server.
  • Understanding of full Software Development Life Cycle (SDLC).
  • Pro-active and self-motivated individual with the ability to work in teams with multiple stakeholders.
