About the position

PBG Consulting is a women-owned small business dedicated to supporting federal agencies through Strategic Consulting, Program Implementation, and IT Modernization & Digital Transformation. The IT Program Analyst (Agile Tools Analyst) role is pivotal in ensuring that Agile teams have the necessary support and tools to meet their IT needs effectively. This position requires a proactive approach to coordinating meetings and discussions to gather information on potential IT requirements from Agile team customers. The analyst will be responsible for analyzing and establishing system information requirements to support new IT requests, creating technical specifications for the development team based on gathered requirements, and user experience/design artifacts. In addition to these responsibilities, the IT Program Analyst will assist in the analysis and evaluation of various IT specialties, including information systems, networking, telecommunications, and risk management. The role also involves designing and estimating system implementation timelines and costs, evaluating workflow and organizational issues, and developing appropriate corrective actions. The analyst will maintain technical and financial reports to track project progress and develop policies and standard operating procedures (SOPs) as needed for Agile support functions. This position requires a strong background in IT governance or system support, with a minimum of four years of IT technical or operational support experience, including three years in a relevant role. The ideal candidate will possess excellent time management skills, the ability to juggle multiple tasks under strict deadlines, and strong collaboration and communication skills. Proficiency in JIRA and Confluence is essential, as is the ability to interact professionally with an executive audience. The role demands a self-starter who can manage responsibilities with limited supervision and demonstrate sound business ethics, particularly in handling proprietary and confidential information.

Responsibilities

  • Coordinate meetings, online discussions, and other means to obtain information on new potential IT needs in support of Agile team customers.
  • Analyze and establish system information requirements in support of new IT requests.
  • Create technical specifications for the development team based on gathered requirements and user experience/design artifacts.
  • Assist others with analysis and evaluation and with the preparation of recommendations for improvements, optimization, and development in various IT specialties.
  • Design and estimate system implementation timelines and costs.
  • Evaluate workflow and organizational issues analytically and systematically, planning and developing appropriate corrective actions.
  • Establish and maintain technical and financial reports to show the progress of projects to management and customers.
  • Develop policies and SOPs as needed for the Agile support function.

Requirements

  • Overall 4+ years of IT technical or IT operational support experience with 3 years' experience preferred working in IT Governance or system support teams.
  • US citizenship and the ability to pass a federal government public trust clearance is required for this position.
  • Bachelor's degree in computer science, Engineering, or related field or equivalent experience.
  • Excellent time management and ability to juggle multiple tasks under strict deadlines.
  • Demonstrate ability to quickly process and master a wealth of unfamiliar subject matter.
  • Strong collaboration skills.
  • Outstanding written and oral communication skills.
