About the position

The IT Program Manager position at the Department of Defense's Telemedicine & Advanced Technology Research Center (TATRC) involves overseeing and implementing integrated information technology architecture and initiatives within the Defense Health Agency's Research & Development sector. The role requires managing IT policies, budget requirements, and emerging technologies to enhance operational strategies and ensure security compliance.

Responsibilities

  • Develop, maintain and implement integrated Information Technology (IT) architecture.
  • Review budget requirements for Information Technology.
  • Provide IT initiatives and policy guidance.
  • Determine how to implement emerging technologies to advance business strategies and optimize operations.
  • Complete appropriate risk assessments in response to new operational technology.
  • Set up risk management strategies to ensure internal and external safeguards.
  • Plan, schedule and install new and modified hardware, operating systems and applications software.
  • Manage accounts, network rights and access to systems and equipment.
  • Implement security procedures and tools.
  • Develop and document system administration and standard operating procedures.
  • Troubleshoot and resolve hardware/software interfacing and interoperability problems.
  • Perform system backup and recovery under disaster recovery scenarios.
  • Maintain user account information, rights, security and systems groups.
  • Troubleshoot network, hardware, software and printing issues.
  • Configure, maintain, repair or upgrade computer hardware configurations.
  • Install and troubleshoot remote access clients and wireless devices.

Requirements

  • Must be able to obtain and maintain eligibility to a secret security clearance.
  • Experience troubleshooting network hardware and/or software issues.
  • Experience creating information technology policies and/or standard operating procedures.
  • Experience developing plans, policies and procedures to implement technical guidelines for information security.
  • Experience communicating with internal and external stakeholders and customers on information technology matters.
  • At least one of the following certifications: CISSP, GSEC, Security +, CCNA, MCSE, and/or CISM.

Nice-to-haves

  • Experience in a federal government environment.
  • Knowledge of cybersecurity frameworks and best practices.
