About the position

GovCIO is currently seeking an IT Program Manager to oversee various aspects of the Healthcare Environmental Logistics Management (HELM) Product Line. This fully remote position requires the candidate to work within the United States, adhering to core operational hours from 8 AM to 5 PM ET, Monday through Friday. The IT Program Manager will play a crucial role in managing projects, ensuring that they align with the company's strategic goals and meet customer expectations. The successful candidate will be responsible for leading cross-functional teams, managing customer relationships, and providing technical direction and leadership throughout the project lifecycle. The IT Program Manager will utilize project management tools such as JIRA, MS Project, and SharePoint to track project progress, manage risks, and ensure compliance with established standards. They will be expected to create detailed work plans, schedules, and project estimates, while also developing metrics to measure project performance. The role requires a deep understanding of the Software Development Lifecycle, including Agile and waterfall methodologies, to effectively manage the development and implementation of IT products. In addition to project management responsibilities, the IT Program Manager will coordinate Authority to Operate (ATO) efforts, liaising with technical Subject Matter Experts (SMEs) to monitor compliance artifacts and ensure timely completion of necessary documentation. The position demands strong analytical and communication skills, as the manager will need to translate technical concepts into understandable terms for various stakeholders. The ideal candidate will have a proven track record of managing IT projects, with a focus on delivering quality results within established timelines and budgets.

Responsibilities

  • Utilize project management tools such as JIRA, MS Project, and SharePoint to manage projects.
  • Create end-to-end traceability and pull metrics for products using JIRA.
  • Support products in an IT environment and understand the Software Development Lifecycle.
  • Manage customer relationships and provide technical direction and leadership.
  • Act as the single point of contact for assigned projects, managing all aspects of development and implementation.
  • Identify and mitigate risks to IT products/programs.
  • Specify systems requirements and ensure completed systems meet those requirements.
  • Track infrastructure artifacts and compliance efforts, facilitating necessary technical meetings and Agile ceremonies.
  • Coordinate Authority to Operate (ATO) efforts and liaise with technical SMEs for compliance monitoring.
  • Manage cost, schedule, and performance for the engineering workstream, defining and implementing project metrics.
  • Develop detailed work plans, schedules, project estimates, resource plans, and status reports.
  • Lead technical professionals and cross-functional teams effectively.
  • Ensure execution of quality deliverables within established schedules.
  • Collaborate with teams across the customer organization to improve processes and customer experience.
  • Monitor technical and user community meetings for trends and topics of interest.

Requirements

  • Master's degree in engineering, Computer Science, Systems, Business or related scientific/technical discipline.
  • 15+ years of experience in IT project management (an additional 10 years can substitute for educational degree).
  • Expertise in IT project management, including large and small projects, full systems development life cycle, COTS/GOTS integration, and cloud services.
  • Strong analytical thinking skills and ability to determine root causes of organizational problems.
  • Effective communication skills, including technical writing and the ability to translate technical approaches.
  • Knowledge of PMBOK standards, procedures, and policies for managing IT projects.
  • Problem-solving skills with the ability to apply knowledge to diverse situations.
  • Proficiency in project management tools such as JIRA, MS Project, MS Teams, and SharePoint.
