About the position

GovCIO is currently seeking an IT Program Manager to oversee various aspects of the Healthcare Environmental Logistics Management (HELM) Product Line. This fully remote position requires the candidate to work within the United States, adhering to core operational hours from 8 AM to 5 PM ET, Monday through Friday. The IT Program Manager will be responsible for managing the development and implementation of assigned projects, acting as the single point of contact for those projects. The role demands a high level of expertise in project management tools such as JIRA, MS Project, and SharePoint, as well as a deep understanding of the Software Development Lifecycle (SDLC) and methodologies like Agile and Waterfall. The successful candidate will be tasked with managing customer relationships, providing technical direction, and leading cross-functional teams. They will also be responsible for tracking infrastructure artifacts, ensuring compliance with various regulations, and facilitating Agile ceremonies. The IT Program Manager will develop detailed work plans, schedules, project estimates, and status reports, ensuring that all deliverables meet quality standards and are executed within established timelines. Additionally, the role involves monitoring technical and user community meetings to identify trends and areas for improvement, ensuring alignment with customer policies and external directives. This position requires strong analytical thinking, effective communication skills, and the ability to measure work effectiveness. The IT Program Manager will utilize their knowledge of project management standards and procedures to manage organizational IT policies and ensure successful project outcomes. The ideal candidate will have a master's degree in a relevant field and at least 15 years of experience in IT project management, with a proven track record of managing both large and small projects.

Responsibilities

  • Manage the development and implementation of assigned projects, acting as the single point of contact for those projects.
  • Utilize project management tools such as JIRA, MS Project, and SharePoint to track project progress and metrics.
  • Support products in an IT environment, ensuring compliance with all requirements.
  • Facilitate infrastructure scrums, IPTs, retrospectives, and other Agile ceremonies as necessary.
  • Coordinate Authority to Operate (ATO) efforts and liaise with technical SMEs to monitor compliance artifacts.
  • Develop detailed work plans, schedules, project estimates, resource plans, and status reports.
  • Lead technical professionals and cross-functional teams to ensure quality deliverables are executed within established schedules.
  • Collaborate with teams across the customer organization to improve processes and customer experience.
  • Monitor technical and user community meetings for trends and topics of interest to end users.

Requirements

  • Master's degree in engineering, Computer Science, Systems, Business or related scientific/technical discipline.
  • 15+ years of experience in IT project management (an additional 10 years can be substituted for educational degree).
  • Proven expertise in the full systems development life cycle and project management practices.
  • Strong analytical thinking skills and ability to determine root causes of organizational problems.
  • Effective communication skills, including technical writing and the ability to translate technical approaches.
  • Knowledge of PMBOK standards, procedures, and policies.
