About the position

The IT Program Manager at the Department of Veterans Affairs serves as a Product Manager for various products, overseeing development, analysis, and evaluation procedures. The role involves close collaboration with business Product Owners, IT leadership, and development teams to define product direction and manage IT portfolios, products, and projects effectively.

Responsibilities

  • Identify potential products and conduct product research.
  • Generate and prioritize product requirements, determine specifications, timetables, market strategies, pricing, release plans, and deployment.
  • Manage change for existing products, including modernization efforts and retirement of obsolete functions.
  • Develop and maintain strategic plans and methods to monitor risk, compliance, and assurance efforts.
  • Ensure all acquisitions and outsourcing efforts meet information security requirements.
  • Act as a primary stakeholder in IT operational processes and functions.
  • Coordinate and manage overall services provided to customers end-to-end.
  • Perform needs analysis to identify opportunities for new and improved business process solutions.
  • Provide ongoing optimization and problem-solving support, including recommendations for improvements.
  • Serve as Certified Contracting Officer's Representative (COR) or Program Manager for contracts.

Requirements

  • IT-related experience demonstrating attention to detail, customer service, oral communication, and problem-solving skills.
  • One year of specialized experience equivalent to GS-13 level in federal service.
  • Experience in management of IT products/projects, including modernization of IT products.
  • Extensive knowledge in VISTA, Commercial Health Information Exchange Knowledge (HIE), and Massachusetts General Hospital Utility Multi-Programming System (MUMPS).
