About the position

The IT Programmer Analyst II position at the Maryland Department of Juvenile Services (DJS) is a full-performance role focused on planning, designing, developing, and documenting improvements and new systems in application, communication, database, and operating system software technology. This role aims to enhance the technological capabilities of DJS, ultimately contributing to the mission of transforming young lives and creating safer communities.

Responsibilities

  • Consult with users to plan, design, develop, and document improvements and new systems in application, communication, database, and operating system software technology across DJS systems.
  • Perform in-depth analysis of various information technology alternatives, considering technical matters, costs, and compatibility with existing hardware or software, and prepare related narrative reports and technical documents.
  • Develop the structure, methodology, and use for major elements of an information technology discipline, coordinating application development tasks with DJS and third-party network operations personnel.
  • Prepare technical application designs and project specifications detailing input, processes, and output, and perform utility routines including debugging and editing.

Requirements

  • Five years of experience in designing, developing, testing, implementing, and maintaining application systems and programs using generally accepted computer programming languages or other developmental tools.
  • One year of experience specifically in designing, developing, testing, implementing, and maintaining applications systems.
  • Candidates may substitute six credit hours of coursework in application analysis and programming for six months of the required experience.
  • Candidates may substitute graduation from an accredited high school and eighteen months of experience converting data from project specifications for the additional four years of required experience.
  • Candidates may substitute graduation from an accredited high school and fifteen credit hours in systems analysis and application programming for the additional four years of required experience.
  • Candidates may substitute experience in operating computers, scheduling, controlling input and output, or maintaining backups on a year-for-year basis for a high school education.
  • Candidates may substitute a Bachelor's degree in Information Technology, Computer Science, or related field and one year of experience for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience in Computer Systems Programming on a year-for-year basis for the required experience.

Nice-to-haves

  • Experience using higher level programming languages like C#
  • Experience completing database programming and creating procedures using SQL
  • Experience working with User interface design using style sheets
  • Knowledge of Bootstrap
