About the position

The IT Project Management and Delivery Manager at LCG, Inc. is responsible for overseeing the entire project lifecycle, particularly focusing on supporting the National Institutes of Health (NIH) Cloud initiatives. This role involves managing project planning, execution, and delivery while ensuring effective communication among cross-functional teams, external vendors, and stakeholders. The manager will track project progress, facilitate meetings, and ensure that project milestones are met in alignment with NIH's mission-critical goals.

Responsibilities

  • Manage projects from initiation to delivery, developing detailed project plans, including timelines, tasks, milestones, and deliverables.
  • Ensure alignment with NIH's mission-critical goals and cloud strategies, especially in the areas of cloud professional services and program management.
  • Track, execute, and report progress on project plans, including project status reports and risk management.
  • Serve as the liaison between project members, NIH Institutes/Centers (ICs), cross-functional teams, and external vendors to ensure all parties are informed about project requirements, deliverables, schedules, and costs.
  • Communicate project status, potential risks, and changes effectively to all stakeholders.
  • Plan and facilitate project meetings to align team members on methods, goals, and task completion.
  • Prepare and distribute meeting agendas, notes, and project summaries.
  • Ensure all stakeholders are aware of and aligned with project objectives and updates.
  • Monitor task completion and identify project risks.
  • Develop and implement mitigation plans to ensure project success.
  • Allocate resources, budgets, and hours to the project, adjusting allocations as necessary to meet evolving needs.
  • Ensure compliance with relevant standards and frameworks such as the HHS Enterprise Performance Lifecycle (EPLC), NIH Capital Planning, and IT security requirements.
  • Maintain project documentation, including charters, architectural plans, and system implementation strategies.
  • Develop and support quality assurance plans to measure performance and ensure adherence to agreed-upon goals.
  • Coordinate contract transition-in and transition-out tasks, ensuring smooth transitions for services related to NIH Cloud initiatives.
  • Develop transition plans and maintain documentation for handover processes as needed.
  • Provide or coordinate after-hours support as needed for production-level changes or incidents, including escalations for security issues in the NIH Cloud environment.

Requirements

  • Bachelor's degree in a relevant field.
  • At least 5 years of experience in project management, ideally within IT or cloud services environments.
  • Strong experience with project management tools and methodologies.
  • Experience managing cross-functional teams and external vendors.
  • Excellent communication and problem-solving skills.
  • PMP certification or equivalent preferred.
  • Familiarity with NIH, HHS, or other government frameworks is a plus.
