About the position

The City of New York's Department of Health and Mental Hygiene (DOHMH) is seeking an Assistant Director for IT Project Management within the Bureau of Enterprise Technology Business Solutions. This role is pivotal in overseeing the Mental Hygiene vertical, where project managers are engaged in various health-oriented projects that require integration with other city agencies. The Assistant Director will be responsible for managing the IT portfolio processes, ensuring adherence to project management standards, and driving improvements across the IT project portfolio. This position demands a strong focus on governance, project methodology frameworks, and resource capacity management to ensure that all projects align with the department's health objectives. In this role, the Assistant Director will supervise team members, manage performance, and facilitate career growth and development. The individual will assist the Solutions Director in creating and maintaining staffing plans, ensuring that the team is adequately trained and resourced to meet the projected workload. The Assistant Director will also analyze project proposals to assess time frames, funding limitations, and the appropriate processes for project execution. Leadership and motivation of project team members throughout the project life cycle are essential, as is the ability to implement effective project communications, manage risks, and ensure that project goals are met in alignment with business objectives. The position requires a proactive approach to direct and coordinate project personnel activities, ensuring that projects are delivered on schedule and within budget. The ideal candidate will have extensive experience in project management, particularly in complex projects, and will be well-versed in industry best practices and methodologies. Responsibilities

  • Accountable for the IT Portfolio processes including IT planning, portfolio governance, project methodology framework, and resource capacity management.
  • Ensure project management standards are being executed across the IT project portfolio.
  • Drive improvements and ensure industry best practices are leveraged.
  • Perform team member supervision including performance management, career growth and development.
  • Assist the Solutions Director with creating and maintaining staffing plans.
  • Make recommendations to management regarding long-term contractors and/or additions to staff.
  • Analyze project proposals to determine time frame, funding limitations and appropriate process for accomplishing projects.
  • Provide leadership and motivation to project team members throughout the project life cycle.
  • Implement project communications including project steering committee meetings and status reports.
  • Manage project risks and issues and implement mitigation plans.
  • Ensure that project goals are accomplished and in line with business objectives.
  • Direct and coordinate activities of project personnel to ensure project delivers on schedule and within budget.

Requirements

  • Bachelor's Degree in Computer Science, Management Information Systems, Business or related field.
  • A minimum of 10+ years' experience performing project management role on complex projects.
  • Project Management Professional (PMP) certification.
  • Experience in Business Analysis discipline.
  • Experience managing an IT Portfolio or Project Management Office.
  • Experience in a supervisory or management position.
  • Excellent leadership, interpersonal skills and organization skills.
  • Excellent written and oral communication skills, including the ability to speak and write about technical issues for both technical and non-technical audiences.
  • Demonstrated ability to set and meet goals, assess resource needs, develop schedules, monitor and communicate status, and develop processes and procedures.
  • 10+ years Experience with the Microsoft stack, .NET, C#, SQL Server, etc. as developer architect and manager of development teams.
  • Experience with SaaS and CRM tools such as SalesForce, Seibel, DoForms, etc.
