About the position

The IT Project Manager (APPSW) position within the Department of Defense is responsible for overseeing and coordinating all phases of IT and Operational Technology (OT) system projects. This role focuses on the design, development, testing, deployment, and implementation of complex systems that support DLA Energy supply chain initiatives. The position requires ensuring that projects adhere to schedules, budgets, and performance standards while providing technical expertise and customer support.

Responsibilities

  • Participate in the design and development of complex Operational Technology (OT) and Information Technology (IT) systems.
  • Oversee and coordinate all phases of IT and OT system projects, including planning, analysis, design, development, testing, deployment, and implementation.
  • Provide system support for technologies such as Automated Fuel Handling Equipment and Tank Gauging.
  • Ensure that the design, development, deployment, and sustainment of Energy IT and OT projects adhere to schedules and budgets.
  • Research and analyze complex system schematics and blueprints to resolve configuration and interface challenges.
  • Develop and assist in the creation of functional requirements and technical specifications.
  • Provide technical expertise to project teams, identifying optimal use of data elements and tools within COTS solutions.
  • Deliver customer support, addressing system users' needs and recommending solutions.
  • Coordinate and communicate with stakeholders to propose and implement resolution alternatives.
  • Act as the Contracting Officer Representative or the Contractor Officer Technical Representative (COTR).

Requirements

  • Must be a U.S. citizen.
  • One year of specialized experience equivalent to the GS-11 level in IT or OT-related roles.
  • Experience in analyzing and evaluating customer user requirements from multiple perspectives.
  • Ability to ensure application interfaces adhere to regulatory requirements governing IT/OT cyber and physical security.
  • Demonstrated competencies in Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Nice-to-haves

  • Experience with Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) software.
  • Knowledge of logistics business processes within automated information systems.
