About the position

The IT Project Manager will support the State of Michigan's Project Management Office, specifically assisting the Department of Treasury and the Michigan Gaming Control Board with a high-priority multi-year project focused on PCI compliance. This senior-level role involves managing project schedules, budgets, and stakeholder communications while ensuring adherence to project management methodologies and compliance standards.

Responsibilities

  • Utilize the State of Michigan's Project Portfolio Management Tool (Clarity) to prepare project schedules, assign resources, and manage budgets.
  • Prepare information for presentations geared to various audiences ranging from executives to project team members.
  • Monitor, control, and communicate project progress by actively managing cost, schedule, scope, resources, quality, and risks.
  • Ensure clear, timely, and accurate communications with stakeholders, particularly project sponsors and management.
  • Foster collaborative participation between technical and business teams to obtain consensus and commitment.
  • Develop and maintain key project management deliverables throughout the project lifecycle, including Project Charter, Schedule, Budget, Communication Plan, Status Reports, Risk and Issue Management Plans, Change Requests, and Project Closedown Summary.
  • Manage interfaces related communication with other agencies.
  • Ensure project adherence to the SUITE PMM and System Engineering Methodology (SEM).
  • Facilitate and enforce the Change Management process when the project deviates from approved scope, schedule, or budget.
  • Create project Corrective Action Plans (CAP) when necessary for projects in yellow or red status.
  • Understand project benefits and the impact of change requests on business cases.
  • Review and understand vendor contracts to manage vendor deliverables effectively.
  • Facilitate interactions among stakeholders by clarifying expectations and ensuring deliverables are assigned, reviewed, and completed.

Requirements

  • In-depth knowledge of and experience in IT project management, including industry standard and best practices.
  • Proven record for delivering projects on time and on budget in a formal project manager role.
  • Experience establishing and maintaining project budgets, schedules, change requests, risk and issue logs.
  • Experience developing and delivering project status updates.
  • Experience using project portfolio management systems and tools, such as Clarity.
  • Good working knowledge of MS Project.

  • Experience handling a variety of stakeholders and system owners from other departments/program areas.
  • Experience managing a multi-vendor environment in a government setting.
  • Experience managing IRS/PCI environments.
