About the position

The IT Project Manager position at the Illinois Department of Innovation & Technology (DoIT) is a hybrid role that involves overseeing and managing complex Information Technology (IT) projects within the Enterprise Portfolio Management Office (EPMO). The individual in this role will work under general direction and will be responsible for leading multiple project efforts, which includes developing schedules for project team members, delegating assignments, monitoring project budgets, assessing risks, and preparing necessary documentation. The IT Project Manager will also be tasked with analyzing status reports and project plans to ensure feasibility and alignment with agency goals. In this role, the IT Project Manager will communicate technical project metrics and audit results to the EPMO, translating complex technical concepts into understandable terms for stakeholders. The position requires the creation and tracking of various project management documents, including status reports, issue logs, and action items, utilizing tools such as MS Project, MS Excel, MS Word, Visio, SharePoint, and PowerPoint. The IT Project Manager will maintain project schedules to ensure timely delivery and facilitate issue resolution while reviewing and reporting on project progress to the EPMO. Additionally, the IT Project Manager will provide state contract and vendor management support, ensuring adherence to project scope, budget, and quality standards. This includes estimating future needs, managing project expectations, and supporting cross-functional teams to ensure compliance with state contract requirements. The role also involves implementing standardized policies and procedures as identified by the EPMO and assisting in the development of new policies and performance standards. The IT Project Manager will document and map current agency work processes to improve departmental procedures and support process improvement and automation initiatives. Overall, this position requires a proactive approach to project management, strong communication skills, and the ability to work collaboratively across various teams and agencies to achieve project objectives.

Responsibilities

  • Serve as Project Manager for Unit A in the Enterprise Portfolio Management Office (EPMO) of the Department of Innovation & Technology (DoIT).
  • Perform project management and control functions for assigned projects.
  • Lead and coordinate large, complex IT projects with minimal guidance.
  • Develop project team members' schedules and delegate project team assignments.
  • Monitor and implement project budgets and resources, assess project risks, and prepare related documentation.
  • Inform Project Manager and/or DoIT staff of project concerns, issues, and implement solutions.
  • Analyze status reports, project plans, and technical project metrics for feasibility.
  • Design and implement modifications to technical project plans to ensure agency resources are engaged in value-add activities.
  • Communicate technical project metrics and audit results to EPM.
  • Translate and summarize complex technical concepts into understandable terms.
  • Create and track project status reports, issue logs, action items, and project contact lists using various tools.
  • Maintain and drive project schedules to ensure projects stay on track.
  • Facilitate issue resolution and track project deliverables.
  • Review, evaluate, and report the progress of projects to the EPMO.
  • Update action items to ensure the direction of DoIT management is being carried out.
  • Utilize various management techniques in performance of duties.
  • Review Enterprise Program technical project and operational performance metric reports related to DOIT projects.
  • Provide state contract and vendor management support on assigned agency projects.
  • Implement and evaluate standardized policies and procedures as identified by EPMO.
  • Assist with directing program and project management functions for process documentation and automation.

Requirements

  • Experience in project management within an IT environment.
  • Strong knowledge of project management methodologies and tools.
  • Ability to lead and coordinate multiple projects simultaneously.
  • Excellent communication skills, both verbal and written.
  • Proficiency in project management software such as MS Project, MS Excel, MS Word, Visio, SharePoint, and PowerPoint.
  • Strong analytical skills to assess project risks and performance metrics.
  • Experience in vendor management and contract compliance.
