About the position

The IT Project Manager / Scrum Master position at SPECTRAFORCE is a critical role focused on overseeing and managing vendor relationships and deliverables within a hybrid work environment located in Rosemead, CA. This position is designed for a motivated and detail-oriented individual who will ensure seamless integration and compliance with contract commitments while driving continuous improvement and efficiency in vendor processes. The successful candidate will collaborate with internal teams, stakeholders, and vendors to achieve strategic objectives and enhance operational effectiveness. This is a long-term assignment lasting 24 months, requiring a standard work week of 40 hours, with flexibility in hours as needed. In this role, the individual will be responsible for managing vendor objectives to ensure alignment with business goals and commitments. This includes establishing robust processes for reporting, governance, and operational efficiencies in collaboration with vendors. The candidate will provide direction and guidance on agile methodologies, specifically Kanban and Scrum, to optimize project delivery. Compliance management is also a key aspect of the role, ensuring strict adherence to contract commitments and regulatory requirements. The IT Project Manager / Scrum Master will support development teams by facilitating the resolution of blockers and impediments, validating and confirming acceptance of deliverables prior to invoicing, and acting as a liaison between delivery teams, stakeholders, and management to ensure clear communication and alignment of goals. Comprehensive documentation of processes and collaboration with vendors to develop dashboards and reporting mechanisms will also be essential. Additionally, the role involves assisting in the development and negotiation of new contracts and statements of work, streamlining processes for efficient intake and management of new work and projects, and supporting integration efforts for applications into the company's IT infrastructure.

Responsibilities

  • Manage vendor relationships to ensure alignment with business objectives and commitments.
  • Work closely with vendors to establish robust processes for reporting, governance, and operational efficiencies.
  • Provide direction and guidance on agile methodologies (Kanban & Scrum) and best practices to optimize project delivery.
  • Ensure strict adherence to contract commitments and regulatory requirements.
  • Facilitate resolution of blockers and impediments to support development team progress.
  • Validate and confirm acceptance of all deliverables prior to invoicing or billing.
  • Act as a liaison between delivery teams, stakeholders, and management to ensure clear communication and alignment of goals.
  • Ensure comprehensive documentation of processes and collaborate with vendors to develop dashboards and reporting mechanisms.
  • Assist in the development and negotiation of new contracts and statements of work.
  • Create and streamline processes for efficient intake and management of new work and projects.
  • Assist in integrating applications into the company's single sign-on platform and other IT infrastructure as needed.

Requirements

  • 5 years Scrum master experience
  • 7 years IT project management experience (will count scrum master experience towards total) preferably certified PMP
  • 5+ years in vendor management, contract compliance, and process improvement within software development.
  • Strong understanding of agile methodologies and project management principles.
  • Proficiency in MS Office Suite (Excel, Word, Sharepoint, OneNote), Smartsheet and experience with project management tools (e.g., JIRA, Trello, Octane).
