About the position

The IT Project Manager will oversee the development, improvement, and lifecycle management of the Department of the Interior's (DOI) Identity, Credential, and Access Management (ICAM) DOI Access Systems. This role is essential for maintaining secure, efficient, and federally compliant systems, while also supporting NOAA's Enterprise Physical Access Control System (ePACS) project. The ideal candidate will have expertise in managing enterprise-level IT systems, particularly focused on Physical Access Control Solutions (PACS).

Responsibilities

  • Oversee the general performance of assigned contracts, ensuring that all contractual obligations are met on time and within budget.
  • Manage all aspects of the project lifecycle, from planning and execution to final delivery and reporting.
  • Lead and mentor a team of software developers as they execute daily work activities, ensuring they meet project goals and deadlines.
  • Directly supervise developers working on the ICAM and ePACS systems, providing technical guidance and resolving day-to-day operational challenges.
  • Ensure team members follow best practices and deliver high-quality software solutions that meet customer needs.
  • Serve as the primary liaison between the project team and the Department of the Interior's Office of the Chief Information Officer (OCIO), and in some instances, NOAA stakeholders.
  • Act as the point of contact with the Contracting Officer Representative (COR), maintaining a strong relationship and addressing any contractual or project-specific concerns.
  • Manage customer expectations and deliver progress reports to stakeholders and the COR as needed.
  • Provide expertise with enterprise-level IT systems, particularly Physical Access Control Systems (PACS).
  • Document high-level NOAA-wide portfolio information regarding the current state of conditions at each NOAA site, comparing similarities and differences to inform the future ePACS strategy.
  • Develop evaluation factors for ePACS implementation and compliance, considering thresholds based on facility groups, size, function, type, and other criteria.
  • Identify external drivers and opportunities that could influence ePACS implementation success, including the integration with Department of Defense (DoD) systems or other NOAA systems to improve operational efficiency.
  • Draft an implementation schedule, defining overall goals and objectives, the desired timeframe for deployment, and a proposed order for ePACS deployment across NOAA sites.
  • Conduct a high-level resource assessment to align with the implementation schedule.
  • Identify relevant federal and industry benchmarks (up to 3) to guide the implementation and usage of PACS solutions.
  • Conduct business and requirements analysis to ensure the ICAM and ePACS systems align with NOAA's and DOI's needs and objectives.
  • Translate business requirements into actionable tasks for the development team, ensuring use cases are thoroughly defined and prioritized.
  • Identify and mitigate risks throughout the project lifecycle, implementing contingency plans to ensure successful project delivery.
  • Resolve technical and operational challenges, keeping projects on track and maintaining communication with stakeholders regarding risks and resolutions.
  • Oversee system performance and ensure the ICAM and ePACS systems are optimized for security, scalability, and compliance with applicable federal regulations.
  • Manage the continuous improvement of these systems, ensuring they remain up to date with technology and industry standards.

Requirements

  • Must be a US Citizen
  • Bachelor's degree from four-year college or university in IT or related field or equivalent combination of education and experience.
  • Minimum 5+ years of experience in IT project management, particularly in software development, lifecycle management, and enterprise-level systems like PACS.
  • Proven experience supervising and guiding developers in executing day-to-day activities while ensuring the timely delivery of projects.
  • Proficiency with enterprise-level IT systems and Physical Access Control Systems (PACS).
  • Strong technical knowledge of server-side and client-side technologies such as ASP.NET, C#, SQL Server, HTML, JavaScript, and Angular.
  • Understanding of Active Directory Services, security protocols (PKI), and system integration.
  • Strong leadership and organizational skills to manage both the team and the project's execution.
  • Excellent written and oral communication skills for interacting with customers, stakeholders, and the Contracting Officer Representative (COR).
  • Familiarity with federal government contracts, security requirements, and working directly with CORs.

Nice-to-haves

  • Experience working within the government sector relevant to program management.
  • Knowledge of the SBA, 8(a) program, SCA, CBA and other government related programs.
  • PMP (Project Management Professional) certification or ITIL certification.
  • Experience managing virtual teams is desired.
