About the position

The IT Project Manager at Evoke Research and Consulting, LLC is responsible for overseeing all contractor work under federal contracts, providing subject matter expertise in program management, and ensuring compliance with federal IT policies. This role involves leading assessments of IT investments, managing program risks, and directing cross-functional teams to deliver projects effectively within budget and schedule constraints. The position requires strong leadership skills and the ability to communicate effectively with various stakeholders while fostering a collaborative team environment.

Responsibilities

  • Responsible for all Contractor work performed under the contract
  • Provide subject matter expertise, program management, program analysis and reporting, documentation, and/or guidance on how federal government IT policies and regulation impact programs
  • Lead the team in conducting agency program health assessments of IT investments, evaluations against OMB metrics, and identifies gaps
  • Lead the development of program health assessment results aligned with the Federal IT Dashboard reporting
  • Oversee team to develop, implement and execute recovery plans
  • Address any OIG audits, Techstats, or other auditing processes
  • Oversee the ongoing assessment and evaluation of program to ensure compliance with standards such as FITARA, ALF SELC
  • Conduct maturity assessments in areas such as Agile, DevOps, Systems Assurance, and Cloud
  • Assess IT Program Evaluation and Assessment policies and processes and provide improvement recommendations
  • Lead the transition-in and transition-out for the project
  • Work independent of supervision
  • Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications
  • Direct the work of employees assigned to the program from technical and administrative areas
  • Provide project management support for the planning, implementation, and tracking of complex task areas including planning, resourcing, implementation, control, and evaluation management
  • Experience directing cross-functional teams to deliver projects within the constraints of schedule, budget and scope
  • Manage program risk, including pre-project preparations and day-to-day operational aspects of multiple projects
  • Execute project close activities accurately and on-time
  • Manage all program activities and exercise control over personnel responsible for specific functions or phases of a program
  • Responsible for the cost, schedule and technical performance
  • Provide Cost Forecasting experience and respond to COR questions regarding contract cost estimation, variance, burn, etc.
  • Participate in the negotiation of contract and contract changes
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of the contract
  • Act as primary point of contact for all activities, leading program review sessions to discuss cost, schedule, and technical performance
  • Develop new business or expand the product line with the customer

Requirements

  • At least 10 years of experience in Federal Business Operations, IT Program Evaluation/Assessment, and IT Program Recovery
  • Extensive experience managing programs for DHS or other large federal agencies with an understanding of federal government IT policies and regulations
  • Current and valid Project Management Professional (PMP) certification by the Project Management Institute (PMI)
  • Information Technology Infrastructure Library (ITIL) v3 certification Intermediate level or higher
  • Experience as a Scrum Master, Scrum Product Owner, Quality Engineer, or Business Process Engineer
  • Strong interpersonal skills with ability to interact with all levels of professionals in a team environment
  • Excellent client-facing and internal communication skills
  • Ability to build and manage highly effective teams that are both on-site and remote
  • Capable of developing/implementing professional development plans and career maps
  • Ability to work with leadership and Human Capital to resolve issues with clients and employees
