About the position

The IT Project Manager at the Virginia Department of Transportation (VDOT) will serve as a technical and project lead within the Information Technology Division. This role involves analyzing, developing, designing, monitoring, and maintaining integrated systems for designated customers, ensuring compliance with VDOT and COV policies. The position requires effective communication, project management skills, and the ability to lead and collaborate with team members on various technology initiatives.

Responsibilities

  • Serve as technical and project lead to analyze, develop, design, monitor and maintain integrated systems.
  • Ensure compliance with VDOT and IT policies, standards, and guidelines for all projects.
  • Provide status reports on project plans, timelines, schedules, and progress updates.
  • Participate in strategic planning for systems and prepare documentation including user manuals.
  • Work with customers to analyze projects and define requirements for systems development.
  • Prepare cost and benefit analyses, project estimates, and timelines for systems development.
  • Develop and participate in system testing and provide system and user support.
  • Coordinate work of team members and provide guidance, advice, and technical assistance as Project Lead.
  • Develop policies, guidelines, and standard operating procedures related to assigned technology program area.
  • Collaborate with other team members on projects and share knowledge to encourage participation.
  • Support development and maintenance of projects and resolve issues for existing systems.
  • Define strategic direction for assigned technology program and evaluate tools with stakeholders.
  • Serve as functional and technical lead designer for new systems and modifications of existing systems.

Requirements

  • Ability to interact effectively with customers and project team members.
  • Skill in the use of computers and systems applications development software, RTF, ODBC, SQL, and other tools for systems design and development.
  • Ability to analyze and translate requirements into system specifications.
  • Knowledge of project management tools, methods, and practices.
  • Ability to analyze, design, develop, troubleshoot, and implement technology solutions.
  • Ability to communicate effectively orally and in writing.
  • Ability to program and create custom reports using IT application standard tools.
  • Knowledge of data modeling, interface management applications, and tools.

Nice-to-haves

  • A combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration or related field desired.
  • PMP certification.
  • Experience working for Project Management Office (PMO).
  • Progressively responsible experience with system analysis, design, development, testing, and troubleshooting.
  • Knowledge of information technology concepts and trends, application development, and associated trends.
  • Skill in short- and long-range planning.
