About the position

The IT Project Manager will provide DevSecOps and Agile IT support services for the operational mission of the United States Coast Guard (USCG) Aviation Logistics Center (ALC), Information Systems Division (ISD). This role involves planning, initiating, and managing IT projects while serving as a liaison between business and technical aspects, ensuring that project goals align with organizational objectives.

Responsibilities

  • Plan, initiate, and manage IT projects.
  • Lead and guide the work of technical staff.
  • Serve as liaison between business and technical aspects of projects.
  • Plan project stages and assess business implications for each stage.
  • Monitor progress to assure deadlines, standards, and cost targets are met.
  • Consult with the client to ensure conformity to project and contractual obligations.
  • Assist in the analysis, design, and development of new systems and system enhancements.
  • Approve documentation standards, system specifications, feasibility and justification reports, and policy recommendations.
  • Assist in the development and installation of techniques and procedures to implement policy decisions.
  • Establish and maintain technical and financial reports to show project progress.
  • Organize and assign responsibilities to subordinates and oversee the successful completion of all assigned IT tasks.
  • Ensure the development, maintenance, and implementation of Program Management Plans and Technical Specifications.

Requirements

  • Bachelor's or associate degree in Computer Science, Math, Information Technology, Engineering, Business Management, or related field, or IT Certification (e.g., Project Management Professional (PMP)).
  • Two (2) years' experience is equivalent to one (1) year of education.
  • Two (2) years' experience with change management and process improvements.
  • Familiarity with all phases of the systems development life cycle (identification, design, development, implementation, & maintenance of automated systems).
  • Ability to obtain a favorable Tier 1 for unclassified systems.
  • Experience in leadership and/or task management of information systems engineering or systems integration projects preferred.
