About the position

LTS is seeking a skilled and experienced IT Project Manager to support the program for the United States Capitol. The successful candidate will provide on-site technical support to the Architect of the Capitol's Emergency Management program, focusing on IT project management, requirements gathering, application development, and support. This role requires a collaborative leader with a strong strategic mindset and exceptional IT project management skills to drive results and build strong relationships.

Responsibilities

  • Manages and oversees multiple complex projects.
  • Develops project scope, cost estimates, human resource requirements, work plans, time schedules, communication plans, and makes work assignments to meet project or program objectives.
  • Establishes and monitors program priorities, objectives, and procedures, determining area objectives, targets of service, and resource needs allocation.
  • Evaluates, monitors, or ensures compliance with laws, regulations, policies, standards, or procedures.
  • Identifies and manages project risks and issues, proactively seeking solutions and escalating as needed.
  • Collaborates with partners, AOC Information Technology Division, and JAWS vendor (Motorola) for service impairments, upgrades, and implementation of new features.
  • Drafts and publishes emergency AOC Alert messages and Accountability Event notifications to targeted audiences.
  • Prepares reports of all communications assets including inventory, operational statuses, device usage, after action reports, and maintenance.

Requirements

  • Bachelor's Degree in a related field or equivalent years of experience.
  • Minimum 3 years of experience managing or overseeing the development or maintenance of a portfolio of IT systems.
  • Familiarity with Active Directory and account management best practices.
  • JAVA coding experience a plus.
  • Excellent active listening and verbal communication skills.
  • Strong business writing ability.
  • Flexible and adaptable attitude.
  • Ability to conform to shifting priorities, demands, and timelines.
  • Ability to elicit cooperation from a wide variety of stakeholders.
  • Ability to discuss technical issues with non-technical, executive-level government officials.

Nice-to-haves

  • Experience with emergency management systems.
  • Knowledge of JEMNS and WebEOC platforms.
