About the position

The City of Madison is seeking an IT Project Manager to oversee the IT portfolio for either Metro Transit or the Department of Transportation. This role involves leading projects through budgeting, planning, implementation, and supporting documentation, while ensuring alignment with the agency's business goals through effective technology solutions. The position requires significant technical leadership and the ability to coordinate software and database access, as well as manage relationships between the agency and City IT.

Responsibilities

  • Serve as liaison between agency and City IT, aligning agency business needs with IT personnel.
  • Maximize agency's existing IT investment by aligning and consolidating business processes with existing solutions.
  • Manage project coordination and communications related to scope, schedule, budget, quality, risks, procurement, and stakeholders.
  • Perform research, gather costing information, vendor quotes, and recommend hardware and software based on City technology standards.
  • Gather business needs and requirements to turn goals into concrete projects and detailed proposals.
  • Oversee third-party software implementations, including product evaluation, requirements definition, RFP participation, and contract negotiations.
  • Coordinate the implementation of security best practices and standards with vendors and agency staff in compliance with regulatory requirements.
  • Develop full-scale project plans and associated communications documents.
  • Proactively manage project-related issues, emphasizing those affecting scope, schedule, and budget, and devise contingency plans.
  • Develop implementation timelines in cooperation with customers and affected parties.
  • Ensure quality assurance and testing is performed on projects.
  • Identify and resolve issues and conflicts within project teams.
  • Develop and produce system documentation, instructional and procedural manuals.
  • Provide education to agency staff and customers through discussions and written documentation.
  • Maintain effective and professional relationships with vendors and their technical support personnel.
  • Delegate tasks and responsibilities to appropriate personnel.
  • Ensure adherence to best practices and City and County policies and procedures.
  • Meet with internal and external customers to determine business needs and constraints.
  • Work with system owners to track the lifecycle of existing IT solutions and plan for end-of-life and maintenance.
  • Act as agency authorized IT contact to streamline processes and maintain documentation.
  • Conduct technology onboarding and offboarding for staff.
  • Train and stay current on industry standard technologies as needed.
  • Attend team meetings and maintain records, prepare status reports, and document communications.

Requirements

  • Two (2) years of advanced-level professional IT Specialist experience, similar to that of an IT Specialist 2 with the City of Madison.
  • Two (2) years project management experience.
  • Associate's degree or higher in computer science or a related field.
  • Experience in determining customer needs and defining project scope.
  • Project management experience on large-scale projects.
  • Problem-solving, logic application, and critical thinking skills.
  • Experience managing third-party software purchases from evaluation to production.
  • Planning for system scalability, growth, and budget requirements.
  • Effective communication and collaboration with users, department staff, vendors, and consultants.
  • Familiarity with project management and Microsoft Office Suite products.
