About the position

The IT Project Manager will oversee and manage IT projects for the State of Michigan, ensuring they are delivered on time and within budget. This role requires a blend of in-person and remote work, with a focus on effective communication and collaboration across various teams and stakeholders. The Project Manager will utilize project management tools and methodologies to monitor project progress, manage resources, and facilitate stakeholder engagement.

Responsibilities

  • Utilize the State of Michigan's Project Portfolio Management Tool (Clarity) to prepare project schedules, assign resources, and manage budgets.
  • Prepare information for presentations geared to various audiences ranging from executives to project team members.
  • Monitor, control, and communicate project progress by managing cost, schedule, scope, resources, quality, and risks.
  • Communicate project status clearly and accurately to stakeholders, including project sponsors and management.
  • Provide leadership and foster collaboration between technical and business teams to gain consensus and commitment.
  • Develop and maintain key project management deliverables throughout the project lifecycle, including Project Charter, Schedule, Budget, Communication Plan, Status Report, Risk and Issue Management Plans, Change Requests, and Project Closedown Summary.
  • Manage communication interfaces with other agencies.
  • Ensure adherence to the SUITE PMM and System Engineering Methodology (SEM) throughout the project lifecycle.
  • Facilitate and enforce the Change Management process for deviations from the approved project scope, schedule, or budget.
  • Create Corrective Action Plans (CAP) for projects in yellow or red status.
  • Understand project benefits and the impact of change requests on business cases, ensuring related artifacts are updated.
  • Review vendor contracts to manage deliverables and adherence to approval procedures.
  • Facilitate stakeholder interactions by clarifying expectations and ensuring deliverables are assigned, reviewed, and completed.

Requirements

  • In-depth knowledge of and experience in IT project management, including industry standards and best practices.
  • Proven record of delivering projects on time and on budget in a formal project manager role.
  • Experience establishing and maintaining project budgets, schedules, change requests, and risk and issue logs.
  • Experience developing and delivering project status updates.
  • Experience using project portfolio management systems and tools, specifically Clarity.
  • Good working knowledge of MS Project.
