About the position

Savvee Consulting is seeking an IT Project Manager to oversee multiple IT projects for the National Weather Service (NWS) in Silver Spring, MD. This role involves managing project lifecycles, ensuring alignment with organizational goals, and facilitating strategic IT decision-making. The position requires onsite support and a blend of program, project, and portfolio management expertise to optimize processes and return on investment.

Responsibilities

• Manage multiple IT projects within the scope of the contract and according to priorities set by the CIO.
• Develop, maintain, and oversee detailed project plans, including timelines, budgets, resource allocation, and risk management strategies.
• Prepare and manage comprehensive project management documents, such as charters, risk registers, project plans, and communications plans.
• Conduct regular project reviews, status reports, and performance assessments to ensure projects remain on track and within scope.
• Facilitate cross-functional team collaboration, ensuring all stakeholders are informed, engaged, and contributing effectively to project success.
• Lead and manage all phases of project lifecycles, ensuring alignment with organizational objectives and timely delivery of milestones.
• Lead the execution of strategic sourcing initiatives for large-scale IT acquisition decisions in alignment with DOC, NOAA, and NWS strategy.
• Conduct market research, vendor assessments, and cost-benefit analyses to support IT acquisition decisions, maximizing return on investment and minimizing risks.
• Collaborate with the Chief Enterprise Architect to evaluate and select IT solutions that align with enterprise architecture and strategic goals.
• Assist the NWS Software License Manager in monitoring and controlling the lifecycle of software licenses, ensuring compliance and optimizing utilization.
• Guide project teams on software license requirements and best practices to ensure alignment with project goals and budgets.
• Assist with the preparation and review of acquisition package documents, including market research reports and Statements of Work.

Requirements

• Experience in IT project management with a focus on government contracts.
• Strong understanding of project management methodologies and tools.
• Ability to develop and maintain detailed project plans and documentation.
• Experience in conducting market research and vendor assessments.
• Strong communication and collaboration skills to facilitate cross-functional teamwork.
• Knowledge of software licensing and compliance management.

Nice-to-haves

• Experience with NOAA or NWS projects.
• Familiarity with enterprise architecture principles.
• Certification in project management (PMP, Agile, etc.).
