About the position

The Project Manager is a senior-level staff position accountable for managing agile processes throughout the IT division. This role requires the integration of advanced management skills with a deep understanding of the business to drive the implementation of valuable and cost-effective information system solutions. The Project Manager will lead the development of an information system from the initial project review and scope definition to the final systems implementation, requiring only minor supervision and direction. This position allows for the continued development of the employee's knowledge, skills, and understanding of business processes related to information systems. The role necessitates frequent direct interaction with a diverse customer base, including operational end users, IT leadership, and external vendors. The Project Manager must possess the ability to effectively influence and provide leadership within their peer group while communicating effectively throughout the customer base. A strong understanding of agile framework concepts and methods is essential, along with significant organization and documentation skills. The Project Manager will be responsible for leading complex projects, establishing accountability among project team members, and ensuring effective communication with IT leadership. Essential duties include managing stakeholder interactions to implement secure and cost-effective solutions that yield high customer satisfaction. The Project Manager will collaborate with Enterprise Architects to execute project design and scope, anticipate project problems, and adjust plans as necessary. They will develop detailed project plans, mentor non-PMO IT personnel, and advance agile methodologies using new technologies and processes. The Project Manager will also work as a liaison among stakeholders to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems. This position will work closely with the Analytics Product Manager to lead Analytics projects as the agile scrum leader, representing the voice of the Analytics strategy and vision.

Responsibilities

  • Interact with a wide variety of stakeholders to manage the implementation of cost-effective and secure solutions that produce high levels of customer satisfaction.
  • Collaborate with Enterprise Architects to understand and execute project design and scope.
  • Establish project team member accountabilities and drive results through the execution of these accountabilities.
  • Anticipate project problems and adjust plans as needed, effectively escalating to IT leadership when scope, delivery, or budget is at risk.
  • Develop detailed project plans and maintain them throughout the project life cycle.
  • Mentor non-PMO IT personnel during their role as project managers.
  • Advance agile methodology using new technology and processes.
  • Work as a liaison among stakeholders to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems.
  • Lead the project as the Architect in requirements and scope analysis, and formulating the charter when required.
  • Lead complex and highly strategic projects through all stages of the project life cycle, from initiation through execution to closing.

Requirements

  • Bachelor's degree in IT or a related field with 6 years of IT experience, or an Associate's degree in IT with 10 years of IT experience, or a related Associate's degree with 12 years of IT experience.
  • Minimum of 7-10 years of job-related experience in Information Technology.
  • At least 4 years of experience providing cost-effective solutions coordinated with multiple entities or teams.
  • Experience contributing as a technical lead on strategic and tactical projects is required.
  • Strong understanding of agile framework concepts and methods.
