About the position

The IT Project Portfolio Manager at Minnesota IT Services (MNIT) plays a crucial role in coordinating and improving the agency-wide Project Portfolio Program. This position is responsible for both strategic and tactical management of business and technical projects, ensuring optimal project outcomes by connecting people, processes, and technology. The successful candidate will lead high-priority projects, manage the entire project portfolio management process, and provide training and communication on portfolio management to stakeholders.

Responsibilities

  • Coordinate and improve the agency-wide Project Portfolio Program.
  • Lead high-priority, high-visibility projects ensuring timely and budget-compliant delivery.
  • Manage the entire project portfolio management process from initial request to completion.
  • Work closely with project sponsors, owners, and team members across state agencies, vendors, and stakeholders.
  • Provide training and communication on portfolio management to internal and external stakeholders.

Requirements

  • Minimum of five (5) years of experience in IT project management functions.
  • Familiarity with continuous improvement methodologies such as Six Sigma or Lean.
  • Experience in change management processes with a proven ability to guide teams through organizational change.
  • Ability to establish and maintain effective working relationships with all levels of staff.
  • Ability to analyze and interpret information, evaluate alternatives, and propose realistic recommendations.
  • Strong verbal and written communication skills to facilitate mutual understanding.
  • Customer service skills including active listening, empathy, and problem-solving.

Nice-to-haves

  • Experience leading large-scale and complex business improvement projects.
  • Experience delegating projects and tasks effectively.
  • Ability to identify, evaluate, negotiate, and resolve critical management issues.
  • Experience coordinating and facilitating the project portfolio management process.
  • Project Management Professional (PMP) certification.
