About the position

The IT Senior Business Analyst position at Minnesota IT Services is a lead-level role focused on performing business analysis functions to support the Department of Employment and Economic Development (DEED). This position is critical in developing policies and providing essential services that improve the well-being and quality of life for all Minnesotans. The incumbent will work closely with IT and DEED agency professionals, as well as vendors, to implement DEED's new Paid Family Medical Leave (PFML) Program. The role involves acting as a liaison among stakeholders to understand the structure, policies, and operations of the organization, and to recommend solutions that enable project success and goal achievement. In this capacity, the Senior Business Analyst will participate in requirements gathering sessions to analyze, define, and document business processes, software requirements, and data management systems. The position requires guiding and consulting with development team members throughout the development, testing, deployment, and adoption of solutions. Additionally, the analyst will communicate with system user populations regarding system changes and coordinate implementation planning for changes and releases. Mentoring and coaching less experienced business analysts is also a key responsibility, which may include suggesting learning curriculum and training paths. The incumbent will engage in various business analysis practices, including Business Analysis Planning and Monitoring, Elicitation, Requirements Management and Communication, Enterprise Analysis, Requirements Analysis, and Solution Assessment and Validation, utilizing industry best practices and standards outlined in the Business Analysis Body of Knowledge (BABOK) or equivalent standards. This position is eligible for full-time telework, allowing flexibility in work location while ensuring that business needs are met.

Responsibilities

  • Act as a liaison among stakeholders to understand organizational structure, policies, and operations.
  • Participate in requirements gathering sessions to analyze, define, and document business processes and software requirements.
  • Guide and consult with development team members on the development, testing, deployment, and adoption of solutions.
  • Communicate with system user populations regarding system changes and coordinate implementation planning for changes and releases.
  • Mentor and coach less experienced business analysts, suggesting learning curriculum and training paths.
  • Engage in Business Analysis Planning and Monitoring, Elicitation, Requirements Management and Communication, Enterprise Analysis, Requirements Analysis, and Solution Assessment and Validation.

Requirements

  • Minimum of five (5) years of experience in performing IT business analysis functions.
  • Experience in developing business analysis work-plans or similar planning documents.
  • Understanding and experience with System Development Life Cycle (SDLC) processes and project management methodologies.
  • Experience in eliciting and managing requirements by creating design specifications and documentation such as business process modeling, use cases, and user stories.
  • Ability to communicate clearly and present complex information effectively using verbal, written, or visual diagrams.
  • Customer service skills including active listening, empathy, and problem-solving.
  • A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, an IT related bachelor's degree substitutes for two (2) years, or an IT related associate's degree substitutes for one (1) year.

Nice-to-haves

  • Ability to work closely with Product Managers, Project Managers, other Business Analysts, Subject Matter Experts, and developers.
  • Experience working with vendor products, configurable products, and commercial off-the-shelf (COTS) product implementations.
  • Ability to collaborate and work effectively as part of an Agile team.
  • Experience using Microsoft Suite tools, including Power BI and Excel.
  • Knowledge of and/or experience with Power Apps, AWS, Microsoft Azure, and Azure Services.
  • Knowledge of SQL and reporting.
