About the position

The IT Senior Manager - Project Management at Bernalillo County is a pivotal role within the Information Technology Department, responsible for overseeing major technology functions and operations. This position involves planning, organizing, directing, staffing, and controlling various technology sections, such as applications development or infrastructure management. The Senior Manager will engage in strategic planning and budget oversight, ensuring that technology functions align with the county's objectives and operational needs. This role requires a high level of discretion and accountability in program decisions, as well as the ability to manage department projects effectively. In this capacity, the Senior Manager will develop strategic plans, objectives, and priorities for the assigned section, ensuring that human and financial resources are utilized efficiently to achieve desired results. The role includes determining organizational structure and staffing needs, providing overall direction for day-to-day activities, and managing the development of operational standards and policies. The Senior Manager will also supervise and direct the work of professional and technical employees, ensuring compliance with organizational goals and objectives. Additionally, the Senior Manager will be responsible for meeting with customers and vendors to address service delivery needs, overseeing the design and implementation of IT products, and managing procurement processes. The position requires the management of projects that vary in size and scope, necessitating the development of cost-benefit analyses, project budgets, and risk evaluations. The Senior Manager will serve as the client interface on assigned projects, ensuring that all work meets client requirements and is conducted in accordance with established protocols. This role also involves preparing reports, participating in committees, and attending meetings and training sessions. The IT Senior Manager will perform other job-related duties as required or assigned, contributing to the overall success of the Information Technology Department and Bernalillo County.

Responsibilities

  • Develop strategic plans, objectives, and priorities for assigned section and operational areas.
  • Determine organizational structure, staffing needs, and work strategies for assigned section and operational areas.
  • Provide overall direction for the day-to-day activities in assigned section and operational areas.
  • Develop and administer annual budget for assigned section and operational areas; approve and track expenditures.
  • Manage the development of operational and/or functional standards, practices, policies, and procedures.
  • Supervise and direct the work of professional, technical, and other employees directly or through subordinate supervisors.
  • Design, direct, and oversee section quality assurance activities.
  • Meet and consult with customers and vendors regarding service delivery needs.
  • Assume responsibility for the development of specifications for requests for proposal pertaining to external services.
  • Direct the management of projects to enhance and/or upgrade technology services and utilization.
  • Manage projects that vary in size and scope, requiring varying levels of staff and resource support.
  • Prepare reports, correspondence, and other documents; participate on committees and task forces.

Requirements

  • Bachelor's Degree in Computer Science, Information Systems, or related field.
  • Ten (10) years of work experience in Information Technology within a complex information systems environment.
  • Four (4) years in a managerial role.
  • Demonstrated professional level competency and/or certification pertaining to the information technologies used by the appointing department may be required depending upon assignment.
  • Experience specifically related to the duties of the position (e.g., applications, network, and/or general systems) may be required.
