About the position

This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS) with one vacancy located in Silver Spring, MD. Responsibilities

  • Manage Information Technology (IT) software development related to oceanographic products and services.
  • Perform research and analysis of hardware and software and analyze proposed modifications to define system functional requirements.
  • Perform a range of analysis and design tasks contributing to the development and compliance of software applications and system architecture.
  • Research, test, and plan for the integration of new information technologies, including formulating long and short term information management plans.
  • Analyze plans, policies, programs and directives to determine requirements, life-cycle management to determine support and replacement resource requirements.
  • Conduct hands-on testing of products in a controlled environment.
  • Execute overall project planning, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, contingency plans, monitoring activities, and evaluating and reporting on accomplishments.
  • Make recommendations to management and other technical specialists on critical IT issues and ensure integration to optimize or enhance programs.
  • Provide technical expertise on the implementation of assigned programs and projects.
  • Communicate complex technical requirements to non-technical personnel.
  • Prepare and present briefings to senior management officials on complex/controversial issues.

Nice-to-haves

  • Experience in developing or maintaining software in a scientific environment using high level programming languages (e.g. Python, Java, C, shell scripting, SQL, etc.) in a UNIX/Linux environment.
  • Experience in analyzing plans and policies to determine functional requirements for new information technologies.
  • Experience in researching and testing new technologies to improve efficiency of Information Technology (IT) products or services.
  • Experience in managing or planning IT projects, including developing schedules and defining resource requirements.
