About the position

The IT Functional Consultant position at SunPlus Data Group involves providing systems enhancements, support, and maintenance for the Federal Government. This part-time role requires the contractor to engage in all stages of the system development life cycle, including requirements analysis, system design, and implementation support. The consultant will work closely with the USAODC IT Applications Manager to prioritize tasks and report on progress, ensuring that the systems meet the needs of the agency and its partners.

Responsibilities

• Provide systems enhancements, support, and maintenance for USAODC.
• Engage in all stages of the system development life cycle from analysis to implementation.
• Conduct requirements analysis and system design for new and existing applications.
• Perform unit and system integration testing and prepare technical documentation.
• Support the construction and implementation of the USAODC Case Statistics Data Warehouse.
• Implement COTS/Government Software to replace legacy systems.
• Develop and modify multi-agency interfaces.
• Web development of user interfaces on existing and new applications.
• Provide maintenance support for existing USAODC applications and processes.

Requirements

• Bachelor's degree in computer science, engineering, or related field.
• At least 5 years of hands-on experience in relevant systems.
• Broad knowledge of Government IT environments, including office automation networks.
• Experience in a litigation support environment is extremely helpful.
• Excellent oral and written communication skills.
• Supervisory experience is very strongly preferred.
• Ability to lead a technical team and analyze attorneys' needs.

Nice-to-haves

• Experience with XML, JSON, and web services (SOAP, REST API).
• Skills in data modeling and process modeling.
• Experience with MS SQL Server, PostgreSQL, and Oracle databases.
• Familiarity with development tools like ERWin and TOAD.
• Experience with interactive dashboards using Tableau or Power BI.
