About the position

GovCIO is seeking a skilled Java Developer to support the Pension Benefit Guaranty Corporation (PBGC) in upgrading and transitioning application infrastructure to the Azure Cloud. This role involves implementing critical system upgrades, including FileNet, and integrating new document management technologies such as IBM DataCap. The ideal candidate will possess extensive experience in Java development, particularly with J2EE, and will be adept in Agile and DevOps methodologies. Familiarity with Oracle 19c DB and WebLogic 14c R2 is also essential. This position is fully remote, allowing for flexibility while contributing to significant projects that enhance government IT services. As a Java Developer, you will be responsible for designing, developing, and maintaining Java-based applications and services that are integral to the FileNet and IPS Suite environments. You will play a key role in upgrading and migrating legacy systems to the Azure Cloud, ensuring that all systems are compatible, performant, and scalable. Additionally, you will upgrade and integrate EBTS applications to support FileNet 5.5.12 and facilitate the transition to IBM DataCap for advanced document management solutions. Collaboration is crucial in this role, as you will work closely with various teams to re-engineer applications for Oracle 19c DB and WebLogic 14c R2 within the Azure cloud environment. You will support the entire software development lifecycle, which includes testing, implementation, and maintenance, while upholding high software quality standards. Developing and sustaining DevOps practices to facilitate continuous integration and deployment of enterprise solutions will also be a significant part of your responsibilities. Moreover, you will provide ongoing technical support, troubleshoot, and resolve production issues related to Java applications and the broader platform ecosystem. Supporting change management initiatives will be necessary to help PBGC employees adapt to new technologies and application updates. Active participation in Agile project management activities, including sprint planning, daily stand-ups, and retrospectives, will be expected as well.

Responsibilities

  • Design, develop, and maintain Java-based applications and services integral to our FileNet and IPS Suite environments.

Requirements

  • Bachelor's with 12+ years (or commensurate experience) in Computer Science, Information Technology, or related field.
  • 12 years of professional experience in Java development with a strong background in J2EE and frameworks like Spring and Hibernate.
  • Experience with .ADF (Application Development Framework).
  • Expertise in developing on Oracle WebLogic and significant experience with Oracle 19c DB and WebLogic 14c R2.
  • Solid understanding of Agile methodologies and tools.
  • Familiarity with additional QA frameworks and testing methodologies.
  • Demonstrated ability to implement and maintain DevOps processes and tools.
  • Clearance Required: Public Trust.

Nice-to-haves

  • Extensive experience with FileNet Content Manager and familiarity with IBM DataCap or similar document capture systems.
  • Experience with cloud migration projects, particularly to Azure.
  • Certifications in Java, FileNet, Oracle, WebLogic, or Azure technologies.
