About the position

The Java Native Developer position at Information Technology Strategies involves working closely with the IRS to ensure compliance with policies and best practices while providing high-level architecture and design support for mainframe configurations. The role requires collaboration across various teams, leading technical discussions, and troubleshooting infrastructure operations issues on the IBM z/OS mainframe. The developer will also be responsible for the installation, configuration, and maintenance of Java applications, as well as knowledge transfer to IRS support staff.

Responsibilities

  • Review and validate designs/configurations to ensure compliance with IRS policies and best practices.
  • Collaborate across impacted areas and lead design and configuration review sessions.
  • Lead, facilitate, and coordinate technical discussions related to Linux migration on the mainframe.
  • Provide high-level architecture/design input and support to IRS operations for mainframe configurations.
  • Coordinate activities across multiple workstreams to maintain schedules, collecting and reporting progress daily.
  • Troubleshoot infrastructure operations issues, coordinating resolution efforts across teams.
  • Monitor and report on the Parallel Operations (PO) program running on the IBM z/OS mainframe.
  • Provide hands-on installation, configuration, and maintenance of Java applications on the IBM z/OS mainframe.
  • Offer knowledge transfer and training to IRS support staff, including documenting processes, procedures, and system configurations.
  • Ensure system performance and high service availability of IBM z/OS mainframe hardware.
  • Troubleshoot and resolve technical issues related to JCL and mainframe configurations, particularly for ITPE J12 and J15 deployments.
  • Utilize various tools for application monitoring and reporting on the mainframe.

Requirements

  • Must be able to pass IRS Background check (Basic eligibility requirements include: U.S. Citizenship or Green Card, clear criminal history, no recent or pending bankruptcies).
  • Deep hands-on experience with IBM z/OS mainframe and Java programming on the platform.
  • Strong knowledge of IBM J9 JVM in JZOS environments, understanding how z/OS manages scheduling, resource allocation, and JNI handling.
  • Experience with z/OS JCL, Control-M-O-B, and mainframe text editors like ISPF.
  • Hands-on experience with SDSF, SMPe, and managing load libraries, job setups, and APF/ Lnklst.
  • Proficiency with Program Libraries, Joblib, Steplib, batch job execution, output reading, file allocation, copying, and comparison.
  • Excellent verbal and written communication skills.
  • Previous experience leading and facilitating technical discussions and meetings.
