About the position

The Child Support Enforcement Agency (CSEA) Division Administrator is responsible for the overall administration and operation of the CSEA under the direction of the Portage County Job & Family Services (PCJFS) Director. This role involves ensuring compliance with federal and state regulations, supervising staff, and managing day-to-day activities to meet established goals and objectives. The administrator acts as a liaison with various agencies and oversees the development of policies and procedures to enhance child support services.

Responsibilities

  • Oversee the operation of the Child Support Enforcement Agency (CSEA).
  • Manage the day-to-day activities within CSEA.
  • Establish goals and objectives for CSEA and monitor progress.
  • Advise the PCDJFS Director of progress and/or problems in meeting established goals and objectives.
  • Monitor and track performance incentives related to child support.
  • Coordinate and oversee all attorneys, supervisors, and staff within the CSEA.
  • Carry out supervisory responsibilities in accordance with County policies and applicable laws.
  • Participate in developing and improving CSEA program policies.
  • Monitor, evaluate, and interpret all material regarding rules and regulations for compliance.
  • Develop local procedures to establish and modify support orders.
  • Oversee the preparation and review of state mandated reports.
  • Ensure data reliability and compliance with federal tax safeguarding standards.
  • Develop procedures for conducting administrative hearings and conferences.
  • Promote collaboration between PCDJFS divisions.
  • Act as a liaison between various agencies and the public.
  • Facilitate community networking to enhance child support efforts.
  • Develop and coordinate fiscal and managerial cost accounting systems.
  • Review reports and advise on financial statements and disbursement schedules.
  • Develop and monitor IV-D contracts and analyze CSEA budget.
  • Communicate policy and directives from the PCJFS Director to employees.
  • Produce statistical reports and respond to inquiries.
  • Represent CSEA in specific child support cases and conduct meetings.

Requirements

  • Ability to operate computers for data input and retrieval.
  • Proficiency in Microsoft Office, Outlook, and Internet Explorer.
  • Knowledge of various state and federal child support systems and software.
  • Strong leadership and management skills.
  • Excellent communication and interpersonal skills.
  • Ability to analyze and interpret complex regulations and policies.
  • Experience in budgeting and financial management.
