About the position

The Joint Doctrine Program Analyst will serve at the Navy Warfare Development Center, focusing on the review, analysis, and evaluation of doctrinal publications for accuracy and consistency. This role involves establishing objectives and schedules for joint publications, coordinating reviews, and ensuring alignment with existing policies and joint doctrine. The analyst will also negotiate with other members of the joint doctrine community and conduct research to support the development and revision of Navy doctrine.

Responsibilities

  • Review, analyze, and evaluate doctrinal and other publications for accuracy, relevancy, and consistency.
  • Establish scope, objectives, approach, and outline of Joint Publications assigned to the Navy for development, change, or revision.
  • Maintain revision schedules and standards for research, analysis, and clarity of expression in publications.
  • Coordinate the review of doctrine throughout the command.
  • Analyze and evaluate joint and Allied joint doctrine project proposals from various military services and organizations.
  • Ensure projects are appropriately scoped and consistent with policy and existing joint doctrine.
  • Negotiate compromise positions with other joint doctrine development community members.
  • Research and analyze policies, strategies, lessons learned, studies, and reports.
  • Review and comment on draft Navy and Joint Concepts, highlighting differences with approved doctrine or other concepts.
  • Recommend substantive changes to instructions and publications that describe doctrine development and revision processes.

Requirements

  • Must be a US Citizen.
  • Must have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service.
  • Experience and thorough knowledge of Navy doctrine.
  • Experience working with joint doctrine and knowledge of joint publications.
  • Experience negotiating, initiating, and establishing options and recommendations.
  • Experience reviewing, analyzing, and evaluating doctrinal publications.
