About the position

SAIC is seeking a Joint Strategic Communication Subject Matter Expert (SME) to support Navy Operational-Level Exercises at the Navy Warfare Development Center (NWDC) in Norfolk, VA. The role involves providing expertise in messaging, information capability coordination, and countering adversary information activities, particularly at the Combatant Command (CCMD) level. The ideal candidate will have joint strategic and operational-level experience, particularly within Information Operations, Information Warfare, or Public Affairs, and will be responsible for coordinating training objectives and logistics support for maritime operations.

Responsibilities

• Provide subject matter expertise regarding messaging and information capability coordination.
• Coordinate with MOC Training and Exercise Team to enable MOC training objectives.
• Prepare reports, staff actions, and planning products in support of exercise activities.
• Facilitate planning with Navy and Joint planners, including logistics and sustainment response cell planners.
• Research and maintain knowledge of logistics capabilities and contested sustainment protection considerations.
• Role play higher and adjacent headquarters staff related to strategic communication.
• Develop exercise documents including Operation Orders (OPORD) and exercise directives.
• Provide lessons learned from synthetic training exercises for future improvements.

Requirements

• Bachelor's degree in Arts or Science (or 4 additional years of experience in lieu of degree).
• At least 7 years of combined staff experience in Information Operations and/or Public Affairs on a joint HQ staff.
• At least 3 years of experience in joint command and staff operations.
• Demonstrated experience with joint exercise control group operations.

Nice-to-haves

• Experience developing operational or strategic-level communication plans.
• Experience with the Joint Training Information Management System (JTIMS) or Joint Training Tool (JTT).
