About the position

The Junior Government Healthcare Actuary at Mercer plays a crucial role in supporting actuarial projects related to capitation rate setting and other healthcare initiatives. This position involves collaborating with senior actuarial staff to design and implement rate structures, ensuring compliance with federal regulations, and providing guidance throughout the rate-setting process. The actuary will also engage with project teams and clients to finalize rates and communicate the implications of policies on data and rates.

Responsibilities

  • Serve as actuary on large, complex capitation rate setting and other actuarial projects.
  • Support the design and implementation of rate structures and methodologies under the direction of senior actuarial staff.
  • Ensure consistency with federal regulations and actuarial standards.
  • Develop rate setting assumptions for actuarial models and inform project teams on the impact of data and assumptions.
  • Provide ongoing review and guidance throughout the rate setting process.
  • Collaborate with project teams to finalize rates and educate clients on the impact of their policies on data and rates.
  • Participate in drafting project communications, including rate certification letters and presentations.
  • Act as actuarial authority that signs rate certification letters and other statements of actuarial opinion under supervision when qualified.

Requirements

  • BA/BS degree
  • Actuarial credentials (ASA or FSA, MAAA) strongly preferred, with consideration for candidates close to receiving credentials.
  • 3+ years minimum health actuarial experience, with Medicaid actuarial experience strongly preferred.

Nice-to-haves

  • Medicaid actuarial experience (any state program, health insurer or Federal agency) or actuarial consulting experience is a plus.
  • Excellent interpersonal skills; strong oral and written communication skills.
  • Ability to prioritize and handle multiple tasks in a demanding work environment.
  • Strong critical thinking and analytical problem-solving skills.
  • Experience related to health plan analysis or capitated rate development is preferred, but not required.
