About the position

Parker Tide Corp. is seeking a Junior Human Resources Specialist to join our team as a value-partner to the government. This position is a full-time contract role that offers the opportunity to work in various locations including Philadelphia, PA, Memphis, TN, Ogden, UT, Holtsville, NY, Austin, TX, and Kansas City, MO, with the flexibility of telework up to 50% of the work schedule. The Junior Human Resources Specialist will play a crucial role in supporting federal human resources operations, ensuring compliance with federal staffing policies and procedures, and contributing to the overall efficiency of the HR department. The ideal candidate will possess a Bachelor's degree and have at least two years of experience working in Federal Human Resources. The role requires a strong understanding of recruiting processes, including the creation of job opportunity announcements, evaluation of applications, and making qualifications determinations. The candidate must also be familiar with HR automated systems, particularly USA Staffing, and have knowledge of veterans' benefit programs and the merit promotion process. In this position, the Junior Human Resources Specialist will be responsible for preparing and reviewing requests for personnel actions, managing selections, and processing actions in HRConnect. The successful candidate will need to receive DEU certification within three months of the contract start date and demonstrate proficiency in using human resource reference materials and online staffing resources. This role is essential in ensuring that the agency adheres to merit system principles and federal personnel management procedures, ultimately contributing to the effective staffing and management of human resources within the organization.

Responsibilities

  • Support federal human resources operations and ensure compliance with staffing policies and procedures.
  • Create job opportunity announcements and evaluate applications for federal positions.
  • Make qualifications determinations and conduct analysis of applicants.
  • Utilize HR automated systems, including USA Staffing, for recruitment processes.
  • Prepare and review requests for personnel actions and manage selections.
  • Process actions in HRConnect and create certificates for selected candidates.
  • Understand and apply veterans benefit programs and merit promotion processes.

Requirements

  • Bachelor's degree or higher in a relevant field.
  • 2 years of experience working in Federal Human Resources.
  • Management Secret Clearance is required.
  • Experience using human resource reference materials and online staffing resources.
  • Knowledge of HR automated systems, particularly USA Staffing.
  • Understanding of recruiting and special appointing authorities.
  • Experience creating job opportunity announcements and evaluating applications.
  • Knowledge of federal personnel management procedures and merit system principles.

Nice-to-haves

  • DEU certification within three months of contract start date.
  • Experience with category rating and preparing personnel actions.
