About the position

The Learning and Development Specialist (L&D Specialist) at the Juvenile Probation Department is responsible for providing relevant training to employees, ensuring a successful and productive employee experience. This role requires strong communication and facilitation skills, as well as an understanding of adult learning best practices and analytical thinking. Building relationships with staff and department leaders is critical to the success of this role. The L&D Specialist will coordinate and facilitate new employee orientation programs, conduct onboarding training, and develop, design, and maintain training curriculums for non-certified staff. This position also involves leading the development of curriculum in collaboration with subject matter experts, utilizing adult learning strategies to ensure it reaches all learning styles. In addition to training facilitation, the L&D Specialist will be responsible for creating curriculums by researching and reviewing legislative updates and developing policies related to training and development of Texas Juvenile Justice Department (TJJD) standards. The role requires the ability to leverage various delivery methods for training sessions, including virtual and in-person formats, and to formulate and coordinate personal development workshops. The L&D Specialist must stay knowledgeable of learning and development-related systems, products, services, and processes to ensure training is accurate and relevant. The position also entails maintaining agency documentation for required licensure and certification, developing specialty courses aligned with organizational goals, and assisting in the coordination of the annual departmental training schedule. The L&D Specialist will provide on-the-job training, validate retention and application of learning, and participate in higher-level training initiatives as requested. This role is essential in ensuring compliance with established Texas Administrative Codes, local, state, and federal requirements, policies, and procedures within the Juvenile Justice Center. The L&D Specialist will also make recommendations to management on process improvements and revisions to policies and procedures to aid in the continuous improvement of the employee experience.

Responsibilities

  • Coordinates and facilitates new employee orientation program for all newly hired staff.
  • Conducts new employee onboarding training, including the use of computers, core system software, procedures, and Safety & Security Practices.
  • Develops, designs, and maintains training curriculums for non-certified staff.
  • Leads the development of curriculum in collaboration with subject matter experts utilizing adult learning strategies.
  • Creates curriculums by researching and reviewing legislative updates and developing policies related to training and development of Texas Juvenile Justice Department (TJJD) standards.
  • Facilitates training sessions using various delivery methods (e.g. virtual and in-person) and multiple technology platforms.
  • Formulates, coordinates, and facilitates personal development and growth workshops.
  • Maintains agency documentation and correspondence for required licensure, certification, and re-certification.
  • Develops specialty courses to align with organizational goals and initiatives.
  • Works with the training team to update learning materials, operational policy documents, and procedures for training aides.
  • Assists in the coordination of the annual departmental training schedule and registers employees for required training.
  • Obtains regular feedback from field trainers and/or management on trainee progress.
  • Provides on-the-job training as requested by leadership and follows up to validate retention and application of learning.
  • Participates in higher-level training and development initiatives as requested.
  • Manages Training Manager weekly to ensure mandatory training for non-certified staff do not lapse.
  • Assists in the organizational training and development needs assessment.
  • Prepares training records for all Departmental audits.
  • Participates on special committees for projects as directed.
  • Responds to general questions related to certification and training.
  • Assists with planning, preparation, and facilitation of training events and presentations.
  • Maintains, enters, and updates training data or records, utilizing Departmental systems, databases, or other departmental applications.

Requirements

  • Bachelor's Degree from an accredited college or university.
  • Two (2) years of experience in curriculum, learning and development, training, organizational development, or a related field.
  • Bilingual in Spanish/English preferred.
  • Must complete 40-hour Training for Trainers Certificate within the first year of employment.
  • Must complete Motivational Interviewing Training within the first year of employment.
  • Must obtain CPR and First Aid certification within the first year of employment.
  • Valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
