About the position

Solutions Through Innovative Technologies, Inc. (STI-TEC) is seeking a Knowledge Analyst / Records Manager to provide Joint Center for Electromagnetic Readiness (JCER) Advisory and Assistance Services (A&AS). This role is critical in supporting Joint Electromagnetic Spectrum Operations (JEMSO) readiness evaluations, which are essential for service deployment certification events and prerequisite training necessary for deployment to support a Combatant Command (CCMD). The successful candidate will engage in comprehensive research on electromagnetic spectrum (EMS) issues, obtain relevant Department of Defense (DOD) documents, conduct studies, analyze options, and develop documentation to assist in effectively carrying out the JCER mission. The Knowledge Analyst / Records Manager will be responsible for creating, maintaining, and preserving the organization's official record management program. This includes identifying and maintaining essential records that reflect the organization's functions, policies, procedures, and operations, which hold historical, legal, research, or public interest value. The role requires close collaboration with software developers, information managers, data managers, and knowledge managers to ensure the success of the knowledge management program and adherence to established policies. Additionally, the position involves managing a records management (RM) program across multiple classification levels, developing policies, ensuring compliance with federal statutes and regulations, and providing guidance on all aspects of RM. The candidate will ensure that organizational records are protected from unauthorized disposition and provide guidance for records collection and retention during mobilization planning and crisis action procedures. The role also includes ensuring that office personnel maintain official records properly, preserve valuable records, and dispose of temporary records appropriately. Furthermore, the candidate will be responsible for safeguarding active paper files from environmental dangers and ensuring that audiovisual records are stored correctly.

Responsibilities

  • Create, maintain, and preserve the organization's official record management program.
  • Identify and maintain essential records reflecting the organization's functions, policies, procedures, and operations.
  • Assist and work closely with software developers, information managers, data managers, and knowledge managers as part of the knowledge management team.
  • Create and maintain a records management (RM) program, including retaining records until eligible for destruction per CJCSM 5760.01A.
  • Manage a RM program at multiple classification levels, developing policies and ensuring procedures are executed per federal statutes and regulations.
  • Provide guidance for records collection and retention in mobilization planning and crisis action procedures.
  • Ensure RM annexes are included in appropriate operations plans, operations orders, and concept plans.
  • Provide guidance on record keeping requirements for automated information systems during development/design and prior to implementation.
  • Ensure office personnel maintain official records, preserve valuable records, and dispose of temporary records appropriately.
  • Ensure active paper/hard copy files are safe from environmental dangers with appropriate temperature and humidity controls.
  • Ensure active and inactive audiovisual records are physically stored apart from paper files with appropriate temperature and humidity controls.

Requirements

  • At least five (5) years of demonstrated relevant experience.
  • United States citizen.
  • TS security clearance with eligibility for SCI, SAP, and SAR accesses. An Interim TS may be acceptable with approval from the JCER Director.
