The Knowledge Management Subject Matter Expert (SME) III will play a critical role in the planning and execution of migrating existing knowledge assets, documents, and data into a new knowledge management system. This position requires a comprehensive understanding of knowledge management frameworks and systems, including the development of detailed technical designs and architectures that encompass specifications for data storage, retrieval, security, user access, and integration with existing systems. The SME will engage with both internal and external stakeholders to ensure that the knowledge management system meets the needs of the organization and aligns with its goals. The successful candidate will conduct thorough analyses of the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) knowledge management requirements. This involves engaging with key stakeholders to identify knowledge assets, user needs, and organizational goals. The SME will be responsible for recommending and justifying the selection of a suitable knowledge management platform or system that aligns with OUSD(I&S) requirements and future scalability. Once a platform is selected, the SME will implement the knowledge management framework and system based on the approved design, customizing and configuring the selected platform to meet specific organizational needs while ensuring seamless integration with existing IT infrastructure. In addition to the technical aspects, the SME will plan and execute the migration of existing knowledge assets, documents, and data into the new knowledge management system, ensuring data integrity, accuracy, and the maintenance of historical context. The role also includes developing and delivering training programs for end-users and administrators within OUSD(I&S) to ensure proficiency in using the system's features and functionalities. Regular testing will be conducted to identify and address any bugs, issues, or performance concerns, and quality assurance measures will be implemented to guarantee the reliability and efficiency of the system. The SME will prepare comprehensive documentation, including user manuals, system architecture diagrams, and operational procedures. Furthermore, the integration of the knowledge management system with other relevant organizational systems within OUSD(I&S) will be essential to ensure a seamless flow of information and interoperability. Ongoing maintenance and support services will also be provided, including troubleshooting, system updates, and addressing user inquiries within OUSD(I&S). Establishing a help desk or support system for timely issue resolution will be a key responsibility of this role.
