About the position

The Knowledge Manager at Markon will support the Intelligence Customer by developing, managing, and maintaining Knowledge Management (KM) systems. This role focuses on enhancing information sharing, training users, and integrating data across various platforms to facilitate collaboration and improve access to critical information. The position is integral to ensuring effective communication and data management within the organization and its partners.

Responsibilities

  • Develop, manage, update, and maintain KM systems such as SharePoint sites, databases, and internal websites.
  • Advise the Government on the best utilization of KM tools.
  • Enhance information sharing of analysis, assessments, legislative materials, policies, strategies, budget materials, and IT information using KM tools.
  • Train system users, including IC partners, and provide user guides as needed.
  • Integrate information with other databases as required, utilizing automated tools and visualizations.
  • Employ specific tools for unique office needs, ensuring interoperability with other IC or state and local partners.
  • Create and maintain virtual communities of interest for collaboration and information sharing among ODNI and its partners.
  • Develop simulations and exercises to test database readiness and communication channels.
  • Continuously identify opportunities to improve information exchange across systems and sectors.
  • Maintain and update an ODNI-wide repository for instructions, Internal Process Documents (IPDs), and policy memoranda.
  • Build data repositories that generate visualizations to support analysis, reporting, and briefings.

Requirements

  • BA/BS and 3+ years of experience or no degree and 9+ years of experience.
  • Requires a TS/SCI with Polygraph level clearance.
  • Experience with Knowledge Management processes and methodologies, including organizational studies and evaluations, system design, and work simplification.
  • Working knowledge of quality control/testing for web features.
  • Experience with Programming Languages: HTML, CSS, JavaScript, jQuery.
  • Knowledge of Confluence for developing collaboration pages and sites.

Nice-to-haves

  • Some experience with Content Management Systems: Joomla, WordPress, SharePoint.
  • Some experience with software such as Adobe Acrobat, Adobe Photoshop, Adobe Illustrator, Adobe Dreamweaver.
