About the position

The Land Use Lead Research & Data Analyst will play a crucial role in supporting the Colorado Department of Local Affairs by providing data development, analysis, and technical assistance related to land use planning. This position focuses on enhancing affordable housing and strategic growth in Colorado communities through various legislative programs. The analyst will lead a team, ensuring compliance with state statutes and providing essential consultation to management.

Responsibilities

  • Provide essential consultation to management on data analysis.
  • Establish work standards to meet division goals and objectives.
  • Assign tasks, monitor and check the work of the Research & Data Analyst.
  • Develop methods to collect data and contribute to analysis for planning laws.
  • Draft reports, such as trends analysis of local strategy adoption.
  • Query data and provide analysis to department leadership and stakeholders.
  • Assist local governments with collecting and analyzing housing and planning data.
  • Review and analyze data to provide recommendations on grant applications.
  • Support local and regional governments in obtaining and submitting required data and reports.
  • Research and request necessary tools and resources for legislative tasks.
  • Gather and present data to educate and assist communities in completing required deliverables.
  • Lead efforts to provide guidance for data solutions ensuring compliance with statutes and program guidance.

Requirements

  • Seven (7) years of experience working with local or regional governments researching, analyzing, and reporting data.
  • A combination of related education in public administration, data science, statistics, or a closely related field and experience equal to seven (7) years.

Nice-to-haves

  • Experience as a State of Colorado permanent employee in data reporting or urban/regional planning.
  • Significant coursework or experience in Statistics or Data Science.
  • Understanding of programming languages such as Hadoop, JavaScript, Python, R, SQL, or XML.
  • Experience using data for housing needs analyses and data visualization.
  • Proficient in Google Suite and Microsoft Office.
