About the position

SAIC has an opening for a Launch Program Budget Analyst who possesses a working knowledge of government budgeting and financial processes. This role is critical as it involves providing expert advice and technical evaluations for complex and critical launch systems and processes. The selected candidate will be responsible for developing briefings and assessments tailored to a variety of audiences, ensuring that budgetary information is conveyed clearly and articulately to Government leadership. The analyst will support strategic planning as well as cradle-to-grave launch and launch support activities, navigating challenges associated with multiple launch service providers while maintaining an integrated focus in a fast-paced dynamic environment. Specific duties of the Launch Program Budget Analyst include providing program management, budgetary, and financial services and products. The analyst will develop and maintain a requirements database by appropriation for engineering projects, as well as create current appropriation and fiscal year spend plans, including forecasts and execution plans, while tracking and reporting any deviations. Additionally, the analyst will provide necessary support for planning, programming, budgeting, and financial oversight for customer requirements, and will analyze and rationalize obligation and expenditure data as needed. A critical part of the role involves reviewing all CFSR and financial data for all contracted projects, performing launch cost modeling, refining and maintaining the launch vehicle cost requirements database, and conducting launch vehicle "quick reaction" scenario studies.

Responsibilities

  • Provide program management, budgetary and financial services, and products.
  • Develop and maintain a requirements database by appropriation for engineering projects.
  • Develop current appropriation/fiscal year spend plans including forecasts and execution plans and track and report deviations.
  • Provide support for planning, programming, budgeting, and financial oversight for customer requirements.
  • Provide analysis and rationale of obligation and expenditures data as necessary.
  • Review all CFSR and financial data for all contracted projects.
  • Perform launch cost modeling, launch vehicle cost requirements database refinement and maintenance, and launch vehicle 'quick reaction' scenario studies.

Requirements

  • Bachelor's degree and 5 or more years of experience.
  • Government customer/client experience.
  • 2+ years of Government budget or related experience.
  • Ideally, 2+ years of space launch experience.
  • US Citizen.
  • Must have TS/SCI/poly.

Nice-to-haves

  • Working knowledge of the acquisition lifecycle requirements.
  • Strong communication and coordination skills necessary.
  • Understanding of handling sensitive information with discretion.
  • Desktop software experience to include spreadsheet, briefing, and database development and reporting.

Benefits

  • Target salary range: $80,001 - $120,000.
