About the position

The Lead Civil Engineer position within the Department of Agriculture's Rural Development in Michigan is responsible for providing guidance on engineering and environmental protection functions associated with program activities. The role involves overseeing engineering services, reviewing construction plans, and ensuring compliance with Rural Development policies. This position is open exclusively to current Michigan State Rural Development employees.

Responsibilities

  • Communicates team assignments, deadlines, and time frames for completion and provides advice on work methods.
  • Identifies, distributes, and balances workload to ensure timely accomplishment of assigned tasks.
  • Trains or arranges for training of staff and consulting engineers on Rural Development policies and requirements.
  • Reviews and concurs with Agreements for Engineering Services, construction project preliminary plans, drawings, designs, specifications, and cost estimates.
  • Works with staff, applicants, and their consultants regarding the suitability of proposed Project Engineering Reports (PERs) and other documents associated with applications for funding.
  • Prepares State Office procedures for staff to carry out engineering and related program activities.

Requirements

  • Must be a US Citizen or US National.
  • Current federal employees applying for a promotion must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level.
  • A degree in Engineering from an accredited institution is required.
  • One year of specialized experience at the GS-12 level or equivalent, including extensive experience in reviewing construction project plans and providing advisory services in civil or environmental engineering.

Nice-to-haves

  • Professional registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE).
  • Experience in advising public bodies and private groups on civil engineering projects.
