About the position

The Lead Classification & Compensation Analyst serves as a key member of the Classification & Compensation Unit (CCU) within the Maryland Transportation Authority (MDTA). This role involves interpreting and applying the Transportation Service Human Resources System (TSHRS) rules and regulations related to classification and salary practices. The analyst leads a team of HR professionals, providing guidance and training while conducting job analyses, evaluating position reclassifications, and performing complex salary studies.

Responsibilities

  • Assigns, monitors, and reviews the work of CCU Analysts in performing job analysis and applying appropriate job evaluation techniques.
  • Provides daily guidance and training to new CCU Analysts.
  • Reviews and analyzes existing policies and procedures related to classification and compensation matters and makes recommendations for modifications and adaptations.
  • Analyzes and evaluates agency requests for position reclassification by utilizing applicable job evaluation standards and procedures and the associated TSHRS rules and regulations.
  • Performs large scale and complex salary studies and surveys.

Requirements

  • Possession of a bachelor's degree from an accredited college or university.
  • Four years of professional HR work in job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation.
  • Two years of experience in the professional human resources area of classification and compensation, including job analysis and evaluation.

Nice-to-haves

  • Graduate semester credits in HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be considered for experience substitution.
  • Experience in employer-employee relations.
