About the position

Bechtel Corporation is seeking a Lead Discipline Field Engineer - Civil to join our team in Houston, Texas. This role is pivotal in overseeing civil construction engineering activities, managing subcontracts, and serving as a liaison between engineering and field operations. The successful candidate will interpret design drawings and specifications, supervise field verification of materials, and provide technical direction to contractors involved in civil engineering tasks. This position is part of a significant project aimed at upgrading and expanding existing petrochemical facilities in India, specifically in Dahej, Gujarat, and Nagothane, Maharashtra. The project will involve extensive collaboration with various stakeholders and will require the Lead Engineer to ensure that construction operations align with engineering designs and specifications. The Lead Discipline Field Engineer will be responsible for developing the construction engineering organization, coordinating with engineering teams on constructability and design issues, and monitoring the interfacing between construction automation plans and project controls. This role also includes quantity take-off, control, reporting, and forecasting, as well as ensuring the implementation of environmental control plans. The engineer will support the design of temporary construction facilities, prepare cost estimates, and coordinate the preparation of cost and progress reports. Additionally, the position requires maintaining construction engineering records, supervising the distribution and filing of plans, and working closely with the customer's resident engineering personnel to coordinate construction activities. The ideal candidate will have a recognized degree in Civil Engineering or a related scientific discipline, with a minimum of 15 years of relevant experience. The role demands a thorough understanding of civil construction engineering phases, knowledge of Indian standards and specifications, and familiarity with safety procedures associated with construction activities. The Lead Engineer will also be responsible for employee reviews, development, and training of subordinate personnel, ensuring that the team is well-equipped to meet project demands.

Responsibilities

  • Support the development of the construction engineering organization for approval by the Site Manager.
  • Coordinate with engineering on constructability and design issues and monitor the interfacing between the construction automation plan and the project controls program.
  • Establish a Design/Field Engineering working relationship and lines of communication with the Project Field Engineer/Area Field Engineer.
  • Responsible for quantity take-off, control, reporting and forecasting, and ensures the implementation of project environmental control plan(s).
  • Support the design of temporary construction facilities, preparation of cost estimates for construction activities, and coordinate the preparation of cost reports, forecast and progress reports.
  • Review and provide input to project controls documents on progress relating to cost and schedule, and material receiving reports and warehousing.
  • Develop project construction procedures.
  • Plan and recommend procedures to be implemented by construction contractors to ensure construction operations are within requirements of engineering design and specifications.
  • Maintain construction engineering records for job history and supervise the receiving, distribution and filing of plans and specifications.
  • Work with customer's resident engineering and operating personnel to coordinate construction activities.
  • Implement controls over variables affecting job progress to ensure timely delivery of drawings, materials, and equipment.
  • Coordinate with the Project Field Engineer for any work related to contract administration and activities affecting the contract administration operation.
  • Perform employee reviews for subordinate personnel, assist in their development, and ensure that subordinate personnel receive progressive training.
  • Provide input to the project staffing plan for construction engineers and associated personnel.

Requirements

  • A recognized degree in Civil engineering or scientific discipline.
  • Minimum 15 years of relevant work experience in civil construction engineering.
  • Technical knowledge of all phases of civil/concrete/structural construction engineering.
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
  • Experience in inspection and certifying civil/concrete/structure installation by contractors.
  • Experience in Brown Field works & deep excavations.
  • Knowledge of Indian standards and specifications and codes as applicable, including safety procedures and practices associated with construction activities.
  • Familiarity with Bechtel's Business Ethics handbook and policies.
  • Knowledge of the Project Environmental, Safety & Health (ES&H) Handbook and Bechtel Core Processes as they relate to area of responsibility.
  • Knowledge of project-specific environmental compliance requirements.
  • Knowledge of Bechtel's "Zero Accidents" safety program.
  • Prior experience supervising and administering subcontractors.
