About the position

The Lead HR Payroll Specialist position is a critical role within the North Carolina Department of Adult Correction (DAC), specifically located at the Raleigh Regional Employment Office (RREO) in Raleigh, NC. This position is designed for current employees of the DAC who possess HR Payroll experience. As the Lead HR Payroll Specialist, the individual will oversee two HR Technician I/Payroll Specialist positions, providing guidance and assistance as necessary. The role requires significant knowledge of the OSC Integrated HR Payroll System (formerly known as Beacon) and involves salary administration for various classes. In addition to regular payroll processing, the Lead HR Payroll Specialist will be responsible for the approval of personnel actions, generating monthly payroll reports, and auditing actions as needed. The position requires responding to monthly error reports, troubleshooting issues, and taking corrective actions to ensure all payroll matters are resolved before payroll deadlines. The Lead HR Payroll Specialist will also handle various data inquiries from management and participate in special projects as assigned. The role demands the ability to process large volumes of actions accurately and timely to meet payroll deadlines. Normal business hours are from 8 AM to 5 PM, and the position may require overnight travel and overtime work as needed.

Responsibilities

  • Oversee two HR Technician I/Payroll Specialist positions, providing guidance and assistance.
  • Process regular payroll and approve personnel actions.
  • Generate monthly payroll reports and audit actions as necessary.
  • Respond to monthly error reports, troubleshooting and resolving payroll issues before deadlines.
  • Handle various data inquiries from management and participate in special projects.
  • Approve and process large volumes of payroll actions accurately and timely.

Requirements

  • Experience using the State of North Carolina's OSC Integrated Human Resources Payroll Information System (BEACON) to view and/or maintain employee data in SAP.
  • Experience as a lead worker overseeing others' work.
  • Ability to travel overnight and work overtime as needed.
  • Associate's degree in Human Resources or a relevant field from an accredited institution and 1 year of experience, or 2 years of progressive experience in Human Resources, or an equivalent combination of education and experience.
